Uzbekistan will allow subleasing of land plots leased from the state

Entrepreneurs in Uzbekistan will be allowed to sublease leased land plots to other companies, including plots obtained through auctions. This change is introduced according to the Presidential Decree of August 27, 2026, titled 'On measures to implement tasks identified during the VI Open Dialogue of the President of the Republic of Uzbekistan with entrepreneurs.'

This decree also provides for the creation of a separate category of 'commercial lease' for real estate rented for business purposes. A standard contract will be developed for such agreements.

The initial proposal to improve the legal framework for commercial leasing was put forward by Zafar Hashimov, founder of the 'Korzinka' supermarket chain, during a meeting with the president.

Furthermore, the government plans to abolish the requirement for state registration of lease agreements concluded for a period of one year or longer. Instead, an automated registration system through tax authorities will be implemented.

These changes will also apply to cases of change of ownership of leased property. If the real estate is sold, the new owner automatically assumes the rights and obligations under the existing lease agreement.

Simultaneously, guarantees protecting investments made by tenants in leased properties will be strengthened. According to the decree, the relevant draft law must be prepared within two months.
