Chinese group Diting begins collecting radio frequency spectrum remote sensing data

Commercial remote sensing in China is transforming from observing the planet to 'listening' to it. Chang Guang Satellite Technology conducted a launch ceremony for the Diting 01 A, B, and C satellites at its aerospace information park in Jilin. These three spacecraft will be delivered to Jiuquan for launch and form the first group of the planned Diting constellation.

The main task of these satellites is to detect radio frequency emissions across a wide spectrum and determine the location of transmitters. Instead of selling images, Diting aims to answer questions such as who is transmitting a signal, on what frequencies, and from where. The three satellites, operating in formation, observe the same signal from different points, using the differences for source triangulation.

Essentially, this is an orbital radio sounding station that functions even when a vessel disables its automatic identification system or cloud cover obscures the hull, provided its radar or communication equipment remains active.

Investors have likened the operator, based in Tianjin, Xingkan Jiuzhou, to a Chinese equivalent of HawkEye 360. This American firm launched its first three Pathfinder satellites in 2018 and built its business on commercial radio frequency geolocation, serving radio frequency management agencies, maritime surveillance, and defense.

Radio frequency remote sensing is closer to signal intelligence and electronic warfare than traditional optical imaging, which explains HawkEye 360's rapid transition to clients involved in US national security.

This shift indicates broader changes within China's space industry. For a long time, competition revolved around lowering rocket costs, launching more satellites, and creating larger constellations. However, now that there are significantly more satellites in orbit, a more complex question has arisen: what data will they sell?

Optical imagery has become mature, synthetic aperture radar is rapidly developing, and weather, infrared, and hyperspectral bands are oversaturated. Radio frequency data represents one of the rarer new layers that complements rather than replaces traditional remote sensing.

Currently, Xingkan Jiuzhou's stated applications include radio frequency management, maritime and shipping, public safety, and railways, with no military missions announced. The significance of the Diting 01 launch lies not so much in China acquiring three additional commercial satellites, but in introducing a new type of satellite data product into orbital verification. The industry believes the next phase of competition will favor those who can collect data inaccessible to others and turn it into services that customers will continue to pay for.
