Pensioners of the central government are demanding significant changes to the pension provision system within the eighth departmental commission council, arguing that the existing rule, which has been in effect for 15 years, can be completely revised to bring substantial benefits to employees.
Currently, central government pensioners have the option of choosing a commuted pension. Under this option, upon retirement, they can receive up to 40% of their basic pension as a lump sum. This discounted amount is deducted from their monthly pension and is only restored after 15 years.
As a report is being prepared within the eighth departmental commission council, several trade unions of employees and pensioners are insisting on reducing the discounting period from 15 to 11 or 12 years. These organizations believe that the current pension discounting rules are based on standards over forty years old and are no longer applicable to modern pensioners, thus requiring adjustments.
Central government employees argue that the rule for restoring the pension after 15 years was developed almost 39 years ago, based on the financial and insurance standards of that time. At that time, interest rates, mortality rates, and inflation differed from today's figures, making it necessary to change this period within the eighth departmental commission council.
According to calculations, if this period is reduced from 15 to 11 years, an additional pension of 14,000 rupees will start coming in 4 years earlier, equivalent to receiving 6.75 lakh rupees in pension. This calculation was made based on a basic pension of 35,000 rupees.
Pension organizations point out that the amount received through discounting is usually reimbursed within 10–11 years, so it is illogical to continue deducting the pension for another four or five years after that. Therefore, they demand a review in accordance with Rule 10A and a reduction of this period to 11 years within the eighth departmental commission council.
