Karshi approved the master plan for the comprehensive reconstruction of a 26.8-hectare area within the Khontepa civil assembly mahalla. This decision was made by the Regional Council of People's Deputies of Kashkadarya on August 26, according to the press service of the National Committee for Sustainable Urban Environment and Housing Market.
This project provides for the comprehensive development of this zone in accordance with the presidential decree of February 24. Before approval, the master plan was submitted for public discussion.
According to the approved plan, 107 residential buildings of seven to nine stories will be constructed. These buildings will provide 3,050 apartments, designed to accommodate 10,620 people.
A significant part of the site will be allocated to public and green areas. Green spaces will cover 8.3 hectares, which accounts for 31% of the total project area. Additionally, 4.8 hectares will be dedicated to a central recreational zone in the form of a boulevard. The plan also includes 9.6 km of pedestrian paths and 9.4 km of bicycle infrastructure.
The project also provides for the placement of 3,200 parking spaces, including 1,500 underground ones. In addition to residential buildings, the master plan includes a preschool educational institution for 210 children and a private school for 400 students. Commercial premises totaling 47,800 square meters will be located on the ground floors of the residential buildings, intended for retail trade, household services, and business.
Direct investments in this project are expected to amount to 219.1 million US dollars. According to the plan, the implementation of the project will create over 3,000 new jobs, and annual tax revenues to the budget will exceed 100 billion sums.
The project is planned to be implemented from 2026 to 2032. Construction will be carried out in three main stages, and the territory will be divided into eight investment plots and 32 lots.
The development of the master plan was carried out within the framework of the complex development project implementation mechanism established by the presidential decree. In accordance with this document, investment companies can, in coordination with the National Committee for Sustainable Urban Environment and Housing Market, attract design organizations through a best-offer selection process to prepare master plans and development projects for the respective territories.
