The Ministry of Transport has provided clarifications regarding the procedure for distributing foreign permits for international road transport, as well as described the functioning of the rating system and the transition to the E-Permit electronic format.
The distribution of permits, both foreign and multilateral, occurs in accordance with the provisions established in Cabinet of Ministers Decree No. 114 of March 25, 2026. Carriers are obliged to book the necessary permits and submit corresponding applications through a specialized electronic information system.
Since the number of certain permits is limited by international agreements, the rating of carriers is taken into account during their distribution. This rating is calculated based on pre-established criteria and is automatically generated by the Ministry of Transport; officials do not have the right to manually change or raise/lower the rating of a specific company upon an individual request.
The department emphasized that the purpose of the rating system is not to restrict the activities of small or individual carriers, but to ensure transparent and uniform distribution of scarce permits based on the actual performance indicators of each organization.
Comments on illegal trade of permits
The issue of improper transfer or sale of permits was also considered separately. Cabinet of Ministers Decree No. 114 establishes restrictions and provides for penalties for selling, transferring permit forms to third parties, or using them outside the established regulations.
The Ministry of Transport called for the provision of specific data on cases of illegal sale or transfer of permits, as well as on the possible involvement of officials in such cases, promising to review each such incident individually.
The transition to the electronic format of permits is intended to minimize the influence of human error, strengthen control over document movement, and thereby reduce the probability of illegal circulation.
Timeline for implementing E-Permit with Russia and Belarus
The issue of transitioning from paper documents to electronic ones is also a focus of attention. Uzbekistan is gradually expanding the use of the E-Permit system for international road transport. Currently, electronic exchange of permits is carried out with Kazakhstan, Kyrgyzstan, China, Turkey, Azerbaijan, and Georgia, covering seven countries.
The next step is planned to be the transition to electronic permit exchange with Russia and Belarus, which should occur before the end of 2026. However, the implementation of this process requires concluding bilateral agreements between competent authorities, integrating information systems, conducting testing of electronic data exchange, and ensuring mutual recognition of electronic permits.
Therefore, the continued use of paper permits when working with Russia does not mean that work on the digitalization of this area is absent.
Explanation of the situation with unused Chinese permits
The Ministry of Transport also clarified the situation where a permit for transport to China is actually used, but in the system it is displayed as 'unused', which prevents the issuance of a subsequent permit for the same vehicle.
The reason is the procedure for confirming the fact of permit usage. After passing customs control, the driver must present the cargo-transport documents to the transport control inspector. The inspector checks these documents and changes the permit status in the system to 'used', which opens the possibility of issuing a new permit for that vehicle.
However, in practice, some drivers continue moving after customs, leaving the border zone without handing over the documents to the inspector. As a result, the permit is considered effectively used, but remains in the 'unused' status in the system, leading to the automatic blocking of the next permit application.
The department stressed that this restriction is not artificial but necessary to prevent the simultaneous issuance of multiple valid permits for one vehicle and for the correct accounting of their use. Drivers are strongly advised to provide the documents to the transport control inspector in a timely manner to complete the confirmation procedure.
Access to permit information
Furthermore, the Ministry of Transport informed that statistics on permit distribution are available to carriers. Quarterly, the department publishes reports on the number of foreign and multilateral permits received, allocated, and used.
Through the automated information system 'E-Avtoruxsatnoma', carriers can also check how many permits are available for a specific country and type, as well as how many of them are already reserved by other participants. This allows the carrier to assess the current availability of permits even before submitting an application.
The Ministry of Transport believes that thanks to electronic booking, application submission, and tracking of permit movement in the system, the distribution process becomes more transparent and the risk of human error is reduced.
