An official representative of the Presidential Administration announced that ensuring a stable electricity supply is critically important for attracting foreign investors to data center projects in Uzbekistan. This statement was made in Tashkent during the Silk Road Finance and Technology Forum on August 24, 2026.
Bobur Khodjaev, Head of the Department of Financial Technologies, Digitalization, and Artificial Intelligence, emphasized that the stability of the energy supply is the main issue raised by potential international investors. Over the past six years, Uzbekistan has concluded numerous Power Purchase Agreements (PPAs) to expand renewable energy production, and green energy now accounts for over 30% of the total national electricity generation.
Khodjaev noted that this renewable potential serves as a significant incentive for international technology companies aiming to build data centers powered by clean energy. The Karakalpakstan region was specifically chosen for data center development due to its substantial reserves of green energy, and wind and solar power plants are already being built in the region by foreign investors.
The Presidential Administration, in collaboration with the Ministry of Energy, is working to ensure an uninterrupted power supply for future digital infrastructure. To further stimulate investment in Karakalpakstan's digital infrastructure, authorities introduced tax incentives and a special electricity tariff last year, which, according to Khodjaev, helped attract a reliable pool of investors willing to invest capital in the region.
Furthermore, Uzbekistan is creating a special zone, Enterprise Uzbekistan, offering international technology companies tax preferences and a legal framework based on common law. The country is also increasing its domestic computing power, having recently launched its first major supercomputer at the Government Data Center, with plans to triple this capacity within the next twelve months.
Concurrently, the country is developing sovereign artificial intelligence models for application in education, healthcare, public services, and finance. Khodjaev added that Uzbekistan intends to utilize both advanced chips and AI models from the USA and more affordable open-source models from Chinese developers to support its digital growth.
