Uzbekistan and IMF Discuss Improving Public Finance Management

In Tashkent, Uzbekistan, on August 24, 2026, a meeting took place between Uzbekistan and the International Monetary Fund (IMF) to discuss further ways to improve public finance and fiscal management.

The negotiations were attended by Jamshid Kuchkarov, Deputy Prime Minister and Minister of Economy and Finance of Uzbekistan, and Amanda Saeg, Senior Economist from the Fiscal Affairs Department's Public Finance Management Division at the IMF. Information about this meeting was provided by the Ministry of Economy and Finance of Uzbekistan.

The parties reviewed current cooperation with the IMF and identified priority areas for reforms in fiscal management and public finance. Special attention was paid to fiscal development goals, current initiatives, and subsequent steps aimed at strengthening the public finance management system.

The discussion covered fiscal risks, including developing mechanisms for their detection, assessment, and monitoring to determine their potential impact on the sustainability of public finances. Participants also examined ways to strengthen existing risk management mechanisms.

Furthermore, the parties discussed the formation of state budget revenues and expenditures, focusing on optimizing forecasting and planning processes, as well as the efficient use of budgetary resources. The discussions continued regarding the sequence of financial planning and measures to enhance budget management efficiency.

At the conclusion of the meeting, both sides confirmed their readiness to continue technical cooperation and expand consultations on fiscal management and public finance issues.

Uzbekistan and Russia Expand Cooperation in Financial Management

From August 18 to 21, 2026, a delegation from Russia visited Uzbekistan to expand bilateral cooperation in the field of public financial management and treasury services. The delegation was headed by Alexander Mikhailik, Deputy Head of the Federal Treasury of Russia, according to the Ministry of Economy and Finance of Uzbekistan.

During the visit, representatives of the Russian Federal Treasury and the Treasury Service Committee under the Ministry of Economy and Finance of Uzbekistan held discussions. The main topics included the centralization of accounting processes in state institutions, budget accounting management, and improving financial reporting systems. Attention was also paid to the digitalization of public financial management and the implementation of modern information technologies in treasury operations.

Bilateral treasury interaction is carried out based on the Memorandum of Technical Cooperation signed in 2017 between the Federal Treasury of Russia and the Ministry of Economy and Finance of Uzbekistan, as well as the Joint Cooperation Program valid from 2024 to 2026. Additionally, partnership activities are regulated by a second Memorandum of Technical Cooperation, which was signed on December 9, 2024, between the Federal Treasury of Russia and the Treasury Service Committee of Uzbekistan.

During the delegation's stay, officials plan to develop a new trilateral cooperation program for the period 2027–2029. According to data from the Ministry of Economy and Finance of Uzbekistan, the goal of the meetings is to strengthen operational ties between the treasury bodies of both countries and implement best practices in the field of public financial administration.

Uzbekistan and Turkey Discuss Development of Parliamentary Dialogue and Cooperation

In Tashkent, Uzbekistan, the regular meeting of the interparliamentary groups 'Uzbekistan – Turkey' and 'Turkey – Uzbekistan' took place. According to a statement from the press service of the Senate of the Oliy Majlis of the Republic of Uzbekistan, on August 13, 2026, the parties discussed the current state and future prospects of bilateral interaction.

Particular attention was paid to the implementation of the roadmap for parliamentary cooperation for the period 2026–2027. It was emphasized that relations between the two states have reached the level of comprehensive strategic partnership, which is based on the political will and mutual trust of the leaders of Uzbekistan and Turkey.

Participants noted the activation of interparliamentary dialogue and mutual visits in recent years. In particular, the parties reviewed the progress in implementing the cooperation roadmap for 2026–2027, signed in April between the Oliy Majlis of Uzbekistan and the Grand National Assembly of Turkey.

During the meeting, opinions were exchanged regarding the organization of joint events and official visits, the exchange of experience in legislative processes and parliamentary oversight, as well as support for mutual initiatives within international parliamentary organizations.

Significant attention was given to expanding trade, economic, and investment cooperation. The parties discussed the need for legislative support for industrial cooperation projects, the development of transport and transit communications, as well as strengthening educational, tourism, and cultural and humanitarian exchange and interregional ties.

Following the meeting, it was decided to ensure parliamentary control over the implementation of agreements reached at the highest level. Furthermore, the parties agreed to organize a visit by the leadership of the Grand National Assembly of Turkey to Uzbekistan.

It was also decided to promote the participation of young Turkish parliamentarians in the XII Global Conference of Young Parliamentarians, which will be held in Samarkand.
