Bihar Government Forms 5-Member Committee to Improve Exams and Combat Leaks and Cheating

The Bihar government has adopted significant measures to ensure transparency, impartiality, and modernization of the state's entrance examination system. In this regard, it was decided to form a special five-member committee, as announced by the State General Administration Department.

The chairman of this special committee will be either a retired Supreme Court judge or an incumbent or retired High Court judge. The committee must submit its report to the government within three months of its formation.

The scope of this committee's competence will include various types of examinations: secondary and senior school level exams, university exams, professional and technical tests, as well as admission and qualification exams, including state entrance and board exams.

The committee will analyze measures aimed at preventing various violations, such as leakage of examination materials, manipulation in examination centers, cheating, falsification of answers, and interference with results.

Furthermore, special attention will be paid to the proper use of digital technologies, data analysis, artificial intelligence (AI), and advanced cybersecurity tools to ensure exam security.

In addition, Chief Minister Samrat Chaudhary announced the launch of an interactive learning support program for schools in Bihar. He wrote on social media X: 'The Vidya Saathi interactive learning support program is being launched in 700 model schools across 38 districts of Bihar, which will provide quality educational assistance to approximately 300 thousand students when needed.'

He also stated that students in grades 9-10 and science stream students in grades 11-12 will be provided with digital study materials for preparation for Bihar Board, JEE, and NEET, as well as support in the form of live tutoring. The goal is for the child to be able to study and get answers to their questions and teacher support, regardless of their location or time.

Student protests regarding the BPSC TRE 4.0 exam in Bihar continue, and the unrest has not subsided. Protest actions by applicants in Gardanibagh, who are defending their core demands and examination procedures, have been ongoing for the third day.

Given the growing dissatisfaction of students taking to the streets, activity within the government and administrative bodies has significantly increased. Due to the seriousness of the situation, Chief Minister Samrat Chaudhary convened an important meeting with high-ranking officials from the Ministry of Education and the Commission.

This meeting was organized at noon in 'Lok Sevak Awas' to resolve the difficulties arising between the discontent of applicants on hunger strike in Gardanibagh and the notification from BPSC. The meeting will include the Education Minister Mitilish Tiwari, the Additional Chief Secretary of the Ministry of Education, and senior BPSC officials.

According to sources, a major decision regarding the increase in the number of vacant positions (seats) in TRE 4 may be made at this meeting, taking into account the serious demands of the applicants and the employment policy promoted by the Chief Minister.

The applicants on the streets have clearly stated that the protests will continue until they receive firm guarantees on their basic requirements. Student demands include conducting the exam in a single stage instead of complicating the process and the complete abolition of the negative marking provision in the TRE-4 exam.

It should be noted that the pressure exerted by the applicants who have been on the streets for three days has finally forced the government to take action. It remains to be seen whether the meeting scheduled for noon will bring relief to the applicants or if the protests will become even more intense!

The draft law on tribunal reform, which is being promoted by the government in Parliament, is viewed as a step strengthening the constitutional status of the judiciary regarding the appointment of high-ranking officials. Simultaneously, the reform seeks to maintain the three-tiered structure between the tribunal itself, the secretariat service, and the administrative ministry, clearly distributing responsibilities for each of these structures.

Committee formed in Justice Verma's case concludes investigation; uncertainty remains regarding removal procedure

The committee report concerning former Delhi High Court Justice Yashwant Verma will be presented to the Lok Sabha on Wednesday. This report was prepared following an investigation into allegations made against him.

According to information received, this document will be presented in the Lok Sabha by the General Secretary Senator in accordance with Section 4(3) of the Judges (Inquiry) Act, 1968, and Rules 9 and 10 of the Judges (Inquiry) Rules, 1969. In addition to Parts 1 and 2 of this report (in Hindi and English), oral and documentary evidence collected during the investigation will be presented at the session.

The situation began last year in March when a fire broke out in the storeroom of Justice Verma's official residence located in Tuglak Crescent in New Delhi. Firefighters and police personnel arriving to extinguish the fire discovered partially burnt notes. At that time, Justice Verma and his wife were in Madhya Pradesh. Following this incident, he was transferred to the Allahabad High Court.

He denied the allegations, calling them a conspiracy against him. He claimed that the cash did not belong to him and that the storeroom was not part of his main residence.

Although Justice Verma submitted his resignation from his post on April 9 of this year, the President has not yet accepted it. Because of this, his name is still listed in the Allahabad High Court.

Subsequently, more than 200 members of parliament petitioned the Speaker of the Lok Sabha demanding the removal of Justice Verma. In response, a three-member inquiry committee was formed. The committee's report, which will be presented to the house on Wednesday, may serve as a basis for advancing the procedure for his removal from office.
