Uzbekistan will provide loans to organizations implementing dual education

According to the new procedure approved by the Cabinet of Ministers, organizations in Uzbekistan that have implemented a dual education system in partnership with state technical colleges and hire graduates from these colleges will be eligible to apply for loans.

This procedure was established by Resolution No. 449 of the Cabinet of Ministers of the Republic of Uzbekistan dated August 20, 2026, according to its approved provisions.

To qualify for a loan, an organization must conclude a valid agreement with a technical college to implement the dual education program. Furthermore, the company is obliged to create jobs and provide practical training for students within this program.

Another condition is the appointment of qualified specialists as mentors for students undergoing dual education. Employment contracts must also be concluded with the students themselves for a specified period, stipulating salary payments.

An additional requirement is the obligation of the organization to hire a technical college graduate into an open position under an employment contract this year.

To obtain a loan, the organization must submit an application to a commercial bank, attaching all necessary supporting documents. These include copies of the dual education agreements, both between the technical college and the organization, and between the organization and the student.

The required document package also includes the dual education program, a list of students participating in the program, a plan for using the loan funds, and a certificate of no tax arrears.

After reviewing the submitted materials, the bank assesses whether the organization meets the established creditworthiness criteria. If all requirements are met, the commercial bank is obligated to notify the organization within three business days, conclude a loan agreement with it, and transfer the funds to the company's bank account.

Thus, the new lending mechanism is intended for organizations that simultaneously participate in training specialists through dual education and ensure the employment of technical college graduates.

Key findings of the report

The Central Bank noted that 29 percent of individual borrowers currently service several active loans. While this trend indicates an expansion of access to credit, it also points to a gradual increase in debt obligations among clients already participating in the credit system.

The retail credit usage index received a score of 47 out of 100, while the credit availability indicator scored 64 points.

As retail lending continues to grow, the Central Bank emphasized the need to create tools to monitor overall debt burden, ensure timely data exchange between creditors, and enable early detection of repayment difficulties. The regulator also presented plans to transition from loan approval decisions based on stop factors to risk-oriented scoring models that include additional and alternative information.

Regulations governing the real estate market have been updated in Uzbekistan. Realtors are now required to undergo training, successfully pass a qualification exam, and obtain the corresponding certificate. According to the new rules, official activity is permitted only for specialists and agencies listed in the unified state register.

The new version of the Law 'On Realtor Activity' was approved on August 7, 2026, and will come into effect on November 8. This document establishes unified rules for all realtors and real estate agencies. Supervision of this industry is now entrusted to the Agency for State Asset Management.

The key change is the introduction of mandatory examination and certification. A specialist must complete a specialized course, pass the certification, and receive a qualification certificate. These documents will be issued by professional public associations.

Furthermore, realtor companies and agents can only operate legally after being included in the Unified Register. This register will publish all available information about specialists, agencies, professional associations, and their operational activities.

The legislation also details the scope of realtors' activities, including accompanying real estate transactions, organizing auctions, trust management of properties, as well as providing consulting and advertising services.

A new system called 'multilisting' is also being introduced. This unified platform is designed to speed up the transaction process and optimize interaction between parties: sellers, buyers, and agencies.

The creation of an open register of realtors in Uzbekistan, accompanied by a rating system and unified service standards on the Realting.uz portal, was previously announced.
