Uzbekistan approves rules for transferring and re-enrolling students in vocational education institutions

Uzbekistan has developed and approved procedures regulating the transfer and re-enrollment of students in vocational education institutions, as well as the transfer of tenth-graders from general educational institutions to technical colleges.

The relevant Administrative Regulation was approved by Decree No. 450 of the Cabinet of Ministers of the Republic of Uzbekistan dated August 20, 2026.

According to this regulation, applications for transfer or re-enrollment are accepted annually between August 1 and August 20. A separate application period, from December 28 to January 17, is established for transferring tenth-grade students from general education institutions to technical colleges.

The state service is available through Public Service Centers or the Unified Interactive Portal of Public Services my.gov.uz.

After the application deadline expires, the authorized body has ten days to review the submitted documents. If the information and documents meet the requirements of the regulations, the body issues a conclusion on the transfer or re-enrollment of studies.

Furthermore, students transferred from other forms of education, as well as tenth-graders from general educational institutions, cannot be transferred to technical colleges under the dual education format.

In case inaccuracies are found in the conclusion after its issuance, the authorized applicant has the right to submit a repeated application for the state service within fifteen days in accordance with the established procedure.

Students currently studying in the 10th grade now have the right to transfer to technical colleges. This change was approved by the Government, which adopted the relevant administrative regulation.

According to information provided by the Cabinet of Ministers press service, Decree No. 450 dated August 20, 2026, defines a unified procedure for transferring or re-enrolling in vocational education institutions. Transfer applications can be submitted electronically through the Unified Portal of Interactive Public Services or Public Service Centers.

A special procedure has been introduced for 10th-grade students, which expands access to professional education. A unified regulation for processing transfer and re-enrollment certificates has also been established.

In cooperation with the Ministry of Digital Technologies, these services will be made available through the portal within two months. Information will be received from state bodies in electronic form. These new norms are aimed at simplifying and fully digitizing the process, thereby reducing bureaucratic obstacles.

Furthermore, it was previously reported that starting this year, 11th-grade graduates with disabilities will be able to enroll in specialized technical colleges. There they can study current professions that will serve as a basis for starting independent work. Such educational institutions operate in the cities of Samarkand, Fergana, and Tashkent.

Kyrgyzstan and Uzbekistan Agree on Resettlement Procedure for Residents During Territory Exchange

Kyrgyzstan and Uzbekistan have begun practical preparations for the exchange of land territories. The parties established a special working group responsible for resolving issues related to the citizenship of local populations, resettlement procedures, and property transfer.

The joint commission on technical and organizational issues held a meeting in Kadandzha, Batken region. At this meeting, delegations from both countries discussed how to implement previously reached agreements. The main topics of discussion included the legal status of residents of the territories subject to exchange, as well as the procedure for their relocation, the formalization of ownership rights, and land use issues.

As a result of the meeting, the composition of the joint working group was approved. This group includes representatives from relevant ministries, agencies, and local administrative structures of both countries. This group will oversee issues of citizenship for residents in the exchange zones, organize their resettlement, and handle the reception and transfer of state assets, the formalization of citizens' property rights, social support issues, and land use.

Furthermore, it was decided to ensure the uninterrupted educational process for residents of the territories affected by the exchange. The working group has already started its activities, and its members will visit the exchange territories themselves to study emerging problems and provide regular reports to the co-chairs of the commission.

The commission is headed by the First Deputy Minister Kamchybek Dosmatov from the Kyrgyz side, while the Uzbek side is represented by the First Deputy Minister of Internal Affairs Botir Kudratkhozhayev. Previously, in the village of Chong-Gara, which is now under the jurisdiction of Kyrgyzstan after the exchange with Uzbekistan, work began on formalizing citizenship for local residents.

New requirements established for realtors in Uzbekistan: an exam and certificate are required

Regulations governing the real estate market have been updated in Uzbekistan. Realtors are now required to undergo training, successfully pass a qualification exam, and obtain the corresponding certificate. According to the new rules, official activity is permitted only for specialists and agencies listed in the unified state register.

The new version of the Law 'On Realtor Activity' was approved on August 7, 2026, and will come into effect on November 8. This document establishes unified rules for all realtors and real estate agencies. Supervision of this industry is now entrusted to the Agency for State Asset Management.

The key change is the introduction of mandatory examination and certification. A specialist must complete a specialized course, pass the certification, and receive a qualification certificate. These documents will be issued by professional public associations.

Furthermore, realtor companies and agents can only operate legally after being included in the Unified Register. This register will publish all available information about specialists, agencies, professional associations, and their operational activities.

The legislation also details the scope of realtors' activities, including accompanying real estate transactions, organizing auctions, trust management of properties, as well as providing consulting and advertising services.

A new system called 'multilisting' is also being introduced. This unified platform is designed to speed up the transaction process and optimize interaction between parties: sellers, buyers, and agencies.

The creation of an open register of realtors in Uzbekistan, accompanied by a rating system and unified service standards on the Realting.uz portal, was previously announced.
