Marco Rubio discussed strengthening trade ties between the US and the Dominican Republic with Victor Biseno

Marco Rubio met with Victor Biseno to congratulate him on his new position and affirm the strong partnership between the two countries, according to a statement from State Department representative Tommy Pigot.

The first head of American diplomacy of Latin American descent emphasized the importance of having reliable and secure digital infrastructure to enhance economic resilience and support regional security.

Pigot concluded that the parties discussed expanding bilateral trade and investment, including new opportunities for American companies to contribute to the Dominican Republic's sustained economic growth through transparent and mutually beneficial partnerships.

Dominican President Luis Abinader appointed Biseno as the Minister of Foreign Affairs of the Dominican Republic last Sunday, replacing Roberto Alvarez, who held the position since August 2020.

Previously, Biseno headed the Ministry of Housing, Buildings, and Housing Fund (Mivhed), which is now overseen by Jean Louis Rodriguez.

Donald Trump's administration aims to strengthen relations with Latin American countries, including the Dominican Republic.

Luis Abinader stated in November 2025 that he would allow the United States to operate in limited zones of the Caribbean country to assist the US in combating drug trafficking.

In May, the Dominican Republic signed a memorandum of understanding with the United States that allows the temporary transfer of a 'limited number' of third-country citizens without 'convictions' onto its territory.
