The Food Safety and Drug Administration of Karnataka has imposed a ban on the production, sale, storage, distribution, and use of analog/non-dairy cheese sold under the name 'paneer' for one year, starting from August 17, 2026. Only cheese made from standard milk is now permitted on the market.
This directive was issued in accordance with sections 30(2)(a), 18, and 29 of the Food Safety and Standards Act of 2006. According to Rule 2.1.16 of the Food Safety and Standards (Food Products and Food Additives) Regulations of 2011, paneer is a standard food product made from milk. Although milk fat is the main component of paneer, analog cheese uses vegetable oil, vegetable fat, or other non-dairy ingredients instead of milk fat.
Samples of paneer were collected and tested in Karnataka. The inspection showed no impurities. Despite the cheese not containing vegetable oil, vegetable fat, or other dairy products, the ban on analog paneer has been introduced in the public interest. This is to prevent the use, storage, supply, sale, or transportation of these products. This decision will be effective in the state for one year.
The ban applies only to dairy analog products for which FSSAI has not set specific quality standards. This order does not affect food products with already established standards, such as frozen desserts, processed cheeses, and fat blends, as they have separate rules and norms. Furthermore, after this resolution, no food service operator will use, store, supply, or sell counterfeit or non-dairy cheese.
