Uzbekistan approves subsidies for tourism startups

The Government of Uzbekistan has approved a regulatory act that outlines the procedure for providing subsidies to cover part of the costs associated with the development and implementation of new types of tourist services.

The administrative framework was established according to Cabinet of Ministers Decree No. 443 dated August 18, 2026. According to this document, the ten best projects selected annually will be eligible to apply for a subsidy covering 50% of the costs for creating and launching tourism startups. The maximum payment amount per project is limited to 1 billion soums.

Expense reimbursement will be carried out by the Tourism Committee through Public Service Centers or the Unified Portal of Interactive Public Services. Subsidies are available to companies that do not have tax arrears and are not undergoing bankruptcy or liquidation proceedings. One project can receive funding no more than once per calendar year.

To participate in the selection, applicants must present a business plan for the project during an interview, which is conducted either in person or via video conference. The interview must take place within five working days of receiving the invitation. After the interview, a special commission reviews the possibility of financing the startup within ten working days. The main criteria for a positive project evaluation are its novelty and relevance to tourists.

The subsidization mechanism was established in fulfillment of Presidential Decree No. PP-348, issued on November 19, 2025, which provided for state support for projects aimed at creating new tourist services.
