Uzbekistan plans to create the Institute of Cryptology, Information Security, and Innovative Technologies. This institute will be located at the Center for Radioelectronic Systems and Information Technologies of Muhammad al-Khwarizmi Tashkent University of Information Technologies, according to a decision signed by President Shavkat Mirziyoyev.
The main task of the institute is to improve the qualifications and retrain specialists in the fields of cryptology, information protection, information security, and cybersecurity. Additionally, it will train personnel in artificial intelligence, big data processing, digital forensics, and other digital technologies.
The institute will engage in scientific research activities, participating in fundamental, applied, and innovative projects. Its responsibilities also include developing national standards, regulatory acts, and regulatory documentation in relevant areas.
After receiving approval from the authorized cybersecurity body, the institute will be able to develop, produce, sell, and certify technical and cryptographic information protection systems intended for limited access use.
Institute specialists will also assess the information resources and systems of state bodies and organizations, including critical information infrastructure objects. The institute will be granted the right to evaluate the protection level of these objects and certify those where limited access information is processed.
Institute employees, as well as invited lecturers and specialists, will be eligible for mortgage loans to purchase housing in new facilities in the Tashkent region. The initial down payment must be at least 15% of the property value. Commercial banks are ready to provide such loans for up to 20 years at an interest rate established by legislation.
A non-budgetary Development Fund will also be established at the institute. The fund's income will come from certification and other services, sales of developed technical equipment, sponsorship donations, and other sources. The fund's funds will be directed towards strengthening the material and technical base of the institute, developing the library, financing educational, research, and production activities, implementing projects, and providing material incentives to employees.
