Uzbekistan completes pilot placement of mortgage bonds worth 200.88 billion soms

Uzbekistan has successfully completed the pilot project for the placement of mortgage bonds, in which five commercial banks participated. The total amount of placed bonds amounted to 200.88 billion soms. These transactions were conducted through five private exchange deals on the Tashkent Republican Stock Exchange.

The implementation of this pilot project was carried out in accordance with Presidential Decree No. UP–26 dated February 21, 2025, which concerned additional measures for the development of the housing and mortgage market. This decree provided for the issuance of mortgage bonds worth 200 billion soms, secured by pools of mortgage loans from commercial banks, and their subsequent placement among these five banks.

The issuance of mortgage bonds was carried out by UMRC SPV LLC under the auspices of the Uzbekistan Mortgage Refinancing Company JSC. All placements took place through the Tashkent Republican Stock Exchange.

The last two transactions within the pilot project took place on August 13 and August 21. On August 13, 40.15 billion soms worth of mortgage bonds were placed with the participation of Uzpromstroybank JSC. Asakabank JSC acquired bonds worth 39.63 billion soms on August 21.

Following these deals, the goal of placing mortgage bonds involving five banks has been fully met. In addition to Uzpromstroybank and Asakabank, UzNatsbank JSC, Halk Bank JSC, and Agrobank JSC participated in the project. Thus, the total value of the placed mortgage bonds across the five private exchange deals reached 200.88 billion soms.

According to the Central Bank, as of August 1, 2026, the total number of bank cards in circulation in Uzbekistan reached 75.7 million units.

Since the beginning of the current year, this indicator has shown significant growth, increasing by 7.4 million pieces, which corresponds to an increase of 10.9 percent.

Payment infrastructure development

Parallel to the growth in cards, the number of installed payment terminals also increased during the same period. It rose from 430.8 thousand to 453.5 thousand units, meaning that an additional 22.7 thousand terminals were commissioned, or a growth of 5.3 percent.

Furthermore, the network of ATMs and info kiosks expanded by 17.3 percent, increasing from 40.1 thousand to 47 thousand units.

Dynamics of financial operations

The volume of receipts processed through payment terminals from January to July 2026 amounted to 387.4 trillion soms. It is worth noting that for the entire year of 2025, a similar indicator was 460.3 trillion soms.

With a 10.9 percent increase in the number of cards, terminal turnover grew by 44.3 percent, indicating increased user activity. There was also an increase in average monthly receipts per card—they rose from 562 thousand to 731 thousand soms, reflecting the expanded use of cashless payments in daily needs.

Nearly a third of Uzbekistan's borrowers have multiple active bank loans

According to data from the Central Bank of Uzbekistan's pilot financial accessibility index, about a third of borrowers in Uzbekistan have more than one active bank loan, with the average number of active loans per borrower being 1.7.

The report highlights that access to credit products is well developed: credit bureau records cover 98 percent of the adult population, and 80 percent of new retail loans are processed through automated credit channels.

Overall, 20 percent of adults have an active bank credit account, and another 7 percent use loans from microfinance organizations.

Key findings of the report

The Central Bank noted that 29 percent of individual borrowers currently service several active loans. While this trend indicates an expansion of access to credit, it also points to a gradual increase in debt obligations among clients already participating in the credit system.

The retail credit usage index received a score of 47 out of 100, while the credit availability indicator scored 64 points.

As retail lending continues to grow, the Central Bank emphasized the need to create tools to monitor overall debt burden, ensure timely data exchange between creditors, and enable early detection of repayment difficulties. The regulator also presented plans to transition from loan approval decisions based on stop factors to risk-oriented scoring models that include additional and alternative information.
