Cape Town's water resources are under pressure due to rising demand and drought forecasts

The city of Cape Town has strongly urged residents to conserve water. Although the city's taps are not in immediate danger of running dry, the administration warns that residents cannot become complacent as water demand is increasing, and forecasts indicate a drier end to the rainy season.

As of August 17, six major reservoirs in the Western Cape Water Supply System were at 77.7%, which is approximately 12.9% lower than during the same period last year. Total water consumption in Cape Town reached 847 million liters per day, which is below the city's winter limit of 860 million liters per day.

The city administration states that there is no immediate threat to the water supply; however, the combination of year-on-year reservoir level decline, rainfall uncertainty, and increased demand exceeding targets means that restrictions are not ruled out.

According to the city's drought response framework, one of the key planning indicators is the forecast of reservoir storage levels falling below 80% by November 1. Nevertheless, reaching this level does not automatically trigger restrictions; the city considers factors such as consumption, rainfall forecasts, and the overall state of the water supply system before taking action. Consequently, the immediate risk to Cape Town's water supply was assessed as low.

However, behind this reassuring figure lies a warning: during the 2025/26 financial year, water demand increased by 1.5% above the target. This increase is largely attributed to the early end of the rainy season, subsequent insufficient rainfall, and a prolonged, drier summer. Furthermore, household water consumption remained higher than expected during the winter, although the city notes that water usage appears to be decreasing mainly during the rainy period.

Seasonal forecasts add to the concern, suggesting that rainfall shortages may persist throughout the remainder of the rainy season. The city stated that it is closely monitoring conditions and assessing the need for low-level restrictions.

Zahid Badroodien, a member of the Water and Sanitation Mayoral Committee and advisor, reported that the municipality is working to avoid repeating the vulnerable situation observed during previous droughts. Badroodien emphasized: 'We are not waiting for the next drought to begin preparing. We are investing now in new water sources and improved management of our existing resources.'

Nevertheless, the GOOD party believes that the current situation raises serious questions about the adequacy of Cape Town's pace of action to protect residents from future shortages. The party warned that water restrictions could become an increasingly regular occurrence in the coming years and stated that the poorest and most vulnerable communities would likely feel the greatest impact if water becomes scarcer, more expensive, or less reliable.

GOOD specifically highlighted delays affecting major projects intended to increase the city's water supply. The party expressed concern over the uncertainty surrounding the Paarden Island desalination project, cable theft affecting the Atlantis scheme, and the revised delivery date for the Berg-Voelweley River Augmentation Scheme to 2030.

The city noted that increased demand, aging and limited infrastructure, planned maintenance, and complex timelines for large new projects are part of the risks facing the system.

At the heart of long-term plans is the New Water Programme, which aims to add a peak capacity of 300 million liters of water per day by 2036 through groundwater, additional surface water, water reuse, desalination, and nature-based interventions. This is equivalent to approximately 100 million cubic meters of additional water annually.

Some of these measures are already yielding results. Since 2019, the Greater Cape Water Fund has been clearing invasive alien vegetation in strategic areas of the Western Cape Water Supply System. According to the Water Forecast, this work can provide an additional 30 million liters of water per day, equating to about 11 billion liters per year.

Groundwater is also becoming an increasingly important part of the city's strategy. The Table Mountain Group aquifer is functioning, and production is gradually increasing after addressing pumping issues. The Atlantis Water Management Scheme has been expanded, although production there has suffered due to large-scale electrical cable theft. Work is also continuing on the Cape Flats Aquifer Management Scheme, within which the construction of 74 production wells has been completed.

The commissioning of the Strandfontein West treatment plant with a capacity of six million liters per day is planned, while the Hanower Park/Phillipi plant with a capacity of 10 million liters per day continues to be built. The design for the much larger Mitchells Plain plant with a capacity of 38 million liters per day is nearing completion.

However, some of the most significant future water sources are still distant. The Berg-Voelweley River Augmentation Scheme is now expected to start supplying about 40 million liters per day in 2030 following delays in funding and procurement. The planned Faure scheme, which could provide up to 70 million liters per day in its first phase, is currently expected to deliver its first water in 2031.

Meanwhile, the planned Paarden Island desalination project with a capacity of 70 million liters per day has been pushed even further into the future. Uncertainty surrounding the Transnet National Port Authority Development Plan has affected assumptions about the project's feasibility, prompting the city to explore alternative locations and options. Desalinated water is now only expected by 2036.

Leon Basson, chairperson of the Water Resources and Sanitation Portfolio Committee, noted that the public hearings aim to resolve long-standing difficulties in South Africa's water supply sector, including unreliable water and sanitation services.

The committee held its first meeting in the Mpumalanga province as part of a nationwide public participation process that took place from August 14 to 16. Basson stated that the proposed amendments are intended to address inadequate management and maintenance of water infrastructure, deteriorating water quality, gaps in accountability, and weak enforcement mechanisms.

Participants reported receiving water via tankers on weekends, malfunctioning pumps, insufficient number of tankers, pipe leaks, slow project implementation, improperly functioning boreholes, and the disregard of their repeated complaints by government officials.

Attention was also drawn to the Department of Water and Sanitation's (DWS) intention to amend the National Water Act to hold officials personally accountable for service failures and pollution. The South African Local Government Association (Salga) warns that this step may be short-sighted, as it overlooks systemic issues such as historical lags, funding shortages, and aging infrastructure.

The DWS amendment, among other things, proposes adding a section to the Water Services Amendment Bill (WSA Bill) that stipulates the distribution of responsibility and, where possible, the personal liability of firm or company directors.

On Thursday, the DWS held an industry consultation on raw water usage charges for the 2027/2028 financial year in Pretoria. Department representative Visane Mavasa stated that this consultation is an important part of the DWS's annual process for setting raw water usage tariffs.

Mavasa explained that this allows water user sectors to voice concerns, raise issues, and share their views on the proposed charges before they are finally approved and implemented. He added: 'The consultation provides a dedicated platform for representatives of various water user sectors to discuss the proposed charges and related matters, and to present their position before recommendations are finalized and submitted to the Minister of Water and Sanitation for consideration and approval.'

The following organizations presented their positions regarding raw water tariffs: uMngeni-uThukela Water, AgriCulture South Africa (AgriSA), African Farmers' Association of South Africa (AFASA), South African Association for Water User Associations (SAAFWUA), Forestry South Africa (Forestry SA), and South African Local Government Association (SALGA).

On Wednesday, David Makhlobo, Deputy Minister of Water and Sanitation, spoke at the IV International Conference on Water Challenges and Solutions (ICWCS) 2026, held in Richards Bay. The conference gathered scientists, researchers, government representatives, politicians, and industry experts from South Africa and around the world.

Makhlobo sought to frame South Africa's experience within the context of the global water challenge to examine what the world is learning about water security, consider the financing problem, and study interconnected issues of climate change, technology, science, and international cooperation.

He stated that South Africa has allocated over 156 billion rand in government funding for water supply and sanitation infrastructure over the next three years, but state investment alone is insufficient to meet all long-term needs.

Makhlobo emphasized the need to improve planning and project preparation, strengthen institutions, optimize operation and maintenance, reduce losses, improve water quality, enhance municipal capacity, and seek additional capital sources. He also noted that water reuse can reduce the strain on freshwater sources, advanced treatment can support industrial needs, resource restoration can generate economic value, and better wastewater management protects rivers, groundwater, estuaries, and oceans.

He added that digital transformation of water systems should not replace institutional transformation. In his words, a municipality cannot solve management problems simply by buying new software, and a water utility cannot solve maintenance problems just by installing sensors, and the country cannot solve the skilled labor shortage just by importing technology.

Makhlobo concluded: 'We need people who understand the science, institutions capable of applying it, and systems that turn data into solutions. Let us build water systems that are climate-resilient, financially viable, technologically intelligent, environmentally responsible, and socially equitable.'

Despite ongoing issues with water scarcity, unreliable supply, and aging infrastructure in various communities, Deputy Minister of Water and Sanitation David Mahlobo assured that South Africa will not exhaust its water reserves by 2030.

These statements were made yesterday at the International Conference on Water Issues and Solutions (ICWCS 2026), which was attended by the University of Zululand, the University of Chang'an, and the Water Science and Technology Research Centre. Experts, researchers, and policymakers gathered at the conference to seek solutions to growing water stress.

Mahlobo's confidence came amid persistent water challenges in South Africa. Specifically, Gauteng has experienced interruptions in recent months following failures at Rand Water pumping stations and a major pipeline burst. KwaZulu-Natal also faces shortages, forcing some communities to rely on emergency tankers while long-term projects for main infrastructure are developed.

Mahlobo emphasized the distinction between these local deficits and the prospect of complete depletion of the country's water resources. He acknowledged that South Africa is already facing localized shortages in certain catchments due to climate change, increased consumption and demand, population growth, economic growth, and migration.

The main task, according to him, is finding additional sources to meet growing demand. He stated that the country needs to move beyond traditional reliance on reservoirs, pointing to groundwater, desalination, reuse, and water restoration as key elements of the nation's future water strategy.

He noted that groundwater remains one of the best available sources, but its sustainable use requires more research and mapping of aquifers. Mahlobo stressed that groundwater is not a low-quality source and can be studied because the country is 'chasing every drop of water.'

Furthermore, Mahlobo drew attention to desalination, especially given South Africa's extensive coastline, although he admitted the associated energy demands and brine management complexities. He also highlighted the need for more active use of treated wastewater, asserting that 'reuse is not low-quality water.'

He added that scientific advancements allow one drop to be used millions of times while maintaining the necessary quality level. Ensuring the country's water future will require a fundamental shift in the approach to water resource management, including reducing losses and increasing efficiency. Mahlobo concluded that 'there is no luxury of wasting a drop of water; there is only one drop to be saved.'

Vice-Chancellor and Professor Nokutula Winifred Kunene noted that the conference must transform research and discussions into practical outcomes. She stated that South Africa, as well as the wider SADC region and many represented countries, is experiencing increasing pressure on both the quantity and quality of their water resources. Kunene emphasized that for South Africa, water security is not just an environmental issue, but an imperative for development, economy, and society.

Kunene insisted that the scale of the crisis requires collaboration among government, scientists, industry, water utilities, and the public. She stressed that these tasks cannot be solved solely by the government or universities in isolation, but require interaction between science, government, industry, water utilities, communities, and civil society.

Dr. Patrick Nonjola, Director of the National Research Foundation (NRF), stated that the world is time to move from recognizing the crisis to taking action. He believes that the world lacks not awareness of the water crisis, but the courage, cooperation, and competence to act at the required scale and speed. Nonjola called on the conference to help the sector transition from identifying problems to implementing sustainable solutions, so that the legacy of this gathering is reflected in healthier rivers, stronger institutions, resilient communities, and a more water-secure future for all.

The water problem is related not only to supply but also to water quality. A recent investigation by the South African Human Rights Commission (SAHRC) revealed serious breakdowns in sewage infrastructure and contamination in some areas of the Eastern Cape, including an E. coli reading of 616,000 per 100 milliliters in West Bank. The Commission demanded enhanced monitoring and urgent corrective measures.

These findings emerged against the backdrop of President Cyril Ramaphosa's efforts to accelerate government response through the National Water Access Acceleration Programme, aimed at communities in Gauteng, KwaZulu-Natal, and the Eastern Cape. Ramaphosa stated that the approach would be similar to the government's response to the energy crisis. The government asserts that it is responding to both short-term and long-term issues through the National Water Resource Action Plan, which focuses on stabilizing vulnerable systems, improving municipal operations, accelerating infrastructure implementation, reducing water losses, and diversifying sources.
