The goal of these measures is to strengthen the technology and digital governance ecosystem of the capital, which aims to become a center for digital innovation, artificial intelligence (AI), semiconductor and electronics development, and drone technologies.
The proposed projects are included in the department's service plan integrated into MPD-2047. They are intended to enhance Delhi's technological base and digital governance capabilities. According to the plan, the estimated land requirement for these four areas is the specified 41–62 acres. Furthermore, the component related to semiconductors and electronics is the largest and may require almost half or more of the total land area, although at this stage, the land requirements are only indicative.
Content of Technological Development
The proposed infrastructure aligns with the vision outlined in the Delhi Budget for 2026–27 and the overall objective of strengthening the city's technological environment. The four key initiatives include: Semiconductor and Electronics Ecosystem under the proposed Semiconductor Policy 2026–27; Drone Development and Innovation Initiative under the proposed Drone Policy 2026–27; creation of a Digital Innovation and Smart Hub (DISHA); and a Government Data Center with AI support and cloud infrastructure for the government.
The Department expects these projects to contribute to Delhi's digital economy, strengthen strategic infrastructure capabilities, and support a future-ready architecture.
Integrated Technology Zone in the Master Plan
The Master Plan-2047 also provides for the creation of an integrated 'Technology and Innovation Zone,' which could bring together fields such as AI, semiconductors, drones, startups, digital governance, and advanced computing systems. However, the plan does not yet specify a concrete location for this zone, only calling for the identification and allocation of suitable land parcels.
Technological Leap Fits into Overall Economic Strategy
These technological proposals are part of a broader economic development strategy outlined in MPD-2047. The plan aims to boost Delhi's economic potential by creating jobs and supporting diverse workspaces to meet changing needs. It seeks to promote the formal economy, provide conditions for the informal sector, and stimulate growth in non-polluting industries.
Another focus is the development of the knowledge and cyber economy, encompassing cyber and digital economies, high-tech robotics and electronics, knowledge and innovation, as well as research and development. Within the economic centers strategy, the plan proposes developing specific areas to attract investment and improve job accessibility.
Shift Towards Clean, High-Value Industry
The plan envisions Delhi transforming into an environmentally clean, innovation-oriented industrial ecosystem based on sustainable development, production, and high value-added services. Priority is given to green industries, electronics, electric vehicles, circular economy enterprises, and knowledge-based sectors, with a planned phased withdrawal from polluting activities.
According to the plan, improving digital and telecommunication infrastructure will further support the growth of new and niche economies, increasing the contribution of data-driven technologies to Delhi's gross domestic product.
Key Issues Remain Unresolved
Despite the ambitious technological vision, several aspects of the proposed projects remain undefined. The Master Plan-2047 does not indicate where the required 41–62 acres will be located, whether the four projects will be co-located, or when the land allocation will take place. Furthermore, the document lacks data on project costs, implementation timelines, or clarity regarding which agencies will be responsible for developing or operating the proposed facilities.
Similarly, although the Master Plan suggests an integrated Technology and Innovation Zone, it does not establish whether this zone will ultimately be created. The presented proposals form an initial foundation for expanding Delhi's technological and digital infrastructure, but details regarding land identification, project design, policy finalization, and implementation still need to be worked out.
