Bektemir City business center planned for Tashkent on 58 hectares with $1.2 billion investment

A project for a new business center named Bektemir City is planned in the Bektemir district of Tashkent, which will occupy an area of 58 hectares and require an investment of $1.2 billion. The decision to implement this project was made by the capital's hokim, Shavkat Umurzakov, on August 18.

The creation of this center aims to achieve several goals: increasing the efficiency of land resource utilization, attracting foreign investment, and creating high-paying jobs. The project is integrated into a broader program for developing modern business centers, including Business City, and the comprehensive development of the capital.

The proposal submitted by the Bektemir district hokimiyate has been approved. The district hokimiyate has been instructed to conduct a full inventory of all buildings and structures on the project site and officially approve its boundaries.

The directorate for the construction and operation of the new entrepreneurial center Olmazor Business City under the Tashkent hokimiyate is designated as the project owner. This directorate is obliged to implement the project in stages. Together with the deputy hokim of the capital and the Bektemir district hokimiyate, it is tasked with determining the exact territory, developing a master plan, and a detailed planning project.

Once the master plan is approved, the land plots are planned to be divided into individual lots and put up for electronic online auctions. The revenues obtained from these auctions will be directed towards financing the construction of internal infrastructure and engineering networks, as well as covering the directorate's expenses. Furthermore, part of the funds previously saved by decision of the Tashkent hokim on May 2, 2025, is permitted to be used for preparing preliminary design documentation.

The construction of the Bektemir City complex is enshrined in a Cabinet of Ministers resolution dated February 28, concerning the comprehensive development of Tashkent. This document provides for the implementation of 31 projects within the framework of the capital's comprehensive socio-economic development programs, the total cost of which is estimated at $16.2 billion. The area of Bektemir City within this list is 58 hectares, and approximately $1.2 billion is planned to be allocated for its construction for residential complexes, service facilities, and entertainment zones.

According to the appendix to the hokim's decision, the project covers two main zones. The first zone is located in the Zabardast mahalla along the Big Ring Road, which is highway 4R21. The second zone is located in the Bektemir and Abai mahallas along Bektemir Highway. However, the official hokim's decision did not specify final completion deadlines or detailed characteristics of the future development; these will only become known after the master plan and detailed planning project are developed.
