Uzbekistan approves rules for temporary housing and social rehabilitation of homeless citizens

The Cabinet of Ministers of Uzbekistan has approved new regulatory acts governing the temporary accommodation and social rehabilitation of individuals without permanent residences. This decision is enshrined in Decree No. 447 dated August 18, 2026.

Identification and Assistance System

The administrative rules establish a structured approach to identifying and assisting citizens who are homeless. Internal affairs officers and social workers providing comprehensive services at the mahalla level will conduct regular patrols in public places such as streets, stations, markets, pedestrian crossings, and uninhabitable buildings.

Social Rehabilitation

Identified individuals can receive an offer of placement in Temporary Accommodation and Social Rehabilitation Centers. Adult citizens also have the option to apply to these centers independently, while children will be housed with their parents.

Before acceptance, an individual must undergo a medical examination at the emergency department of a district or city medical institution. Admission is permitted only if the examination does not reveal conditions requiring urgent medical care or infectious diseases that might prevent placement.

Applicants must provide the necessary information to complete a registration form, which signifies consent to stay at the center and adherence to internal rules. After registration, individuals are accepted for an initial period of seven days, which can be extended up to six months if certain conditions established by this regulation are met.

A unified regulation for the temporary accommodation and social integration of persons without a permanent place of residence has been approved in Uzbekistan. In specialized institutions, these citizens will be provided with temporary housing, medical support, and assistance with document restoration and job searching.

This government decree came into effect on August 18. Citizens can voluntarily apply to the specified centers, or information about them can be passed through the mahalla, internal affairs bodies, or other authorized structures.

In the centers, service recipients will be provided with necessary living conditions, undergo medical examinations, and treatment will be organized if problems arise. Additionally, they will receive assistance with applying for pensions and benefits, restoring documents, finding relatives, and employment. In some cases, help with obtaining housing is also provided.

After settling in, data about the individual will be entered into relevant information systems, and the center's staff will create a personal social adaptation plan for them. The initial stay period is set for up to twenty days, but it can be extended if necessary.

Staff will monitor the progress of the adaptation process and determine who is responsible for implementing the established measures. The goal of the new procedure is to ensure comprehensive support for people without a permanent home and facilitate their return to self-sufficient life.

Previously, it was announced that Uzbekistan was preparing a new set of measures aimed at developing the social protection system. Plans include expanding access to education for children with disabilities, changing the approach to supporting the homeless and victims of human trafficking, and digitizing transport benefits.
