Khorezm implements new system of substitute supervision to reduce poverty

A new model of parliamentary and public control is being introduced in the Khorezm region of Uzbekistan, aimed at combating poverty and creating jobs. This initiative emerged following a working trip by a parliamentary delegation led by the Chairman of the Oliy Majlis Senate, Tanzila Narbayeva.

During a meeting in Urgench with deputies, chairmen, and heads of local Kengash secretariats of People's Deputies, officials presented the operational structure of this mechanism. The initiative unites representatives from structures such as the Mahalla Association of Uzbekistan, the Nuroniy Foundation, the Committee for Family and Women's Affairs, the Youth Affairs Agency, the Inson Social Services Center, and trade unions to coordinate support at the local level.

Social Support

The system is designed to support regional goals established after the President's visit to Khorezm. These goals include lifting 81,000 people out of poverty and providing employment for 39,000 unemployed citizens. Under the new mechanism, 348 local deputies across 509 districts of the region will receive specific areas of responsibility in cooperation with local 'mahalla seven' teams and public organizations.

Deputies will monitor localized action plans covering unemployment reduction, provision of social services, investment projects, infrastructure development, and targeted assistance to families included in the social registry. Priority during implementation will be given to the most needy mahallas as pilot zones.

To ensure continuous oversight, permanent commissions of the local Kengashes will analyze the progress of tasks weekly, while monthly evaluations will be conducted at Kengash sessions to determine administrative efficiency based on the long-term financial stability of households and employment results.
