During the sixth open dialogue with entrepreneurs, held in Khiva on August 18, 2026, proposals were presented to optimize employment procedures in Uzbekistan's public catering sector, where the problem of high staff turnover persists.
The initiative was put forward by Dinara Islamova, founder of Dodo Pizza Tashkent. She noted that public catering enterprises primarily hire young people for whom work in the food industry is often first experience and is perceived as temporary or seasonal employment. Therefore, Islamova emphasized the need to reduce the bureaucratic burden associated with formalizing employment relationships.
The first proposal concerns expanding the technical capabilities of the Unified National Labor System. Since this platform already stores employee data and is integrated with state databases, Islamova suggested granting these digital records full legal validity to fully transition from paper documentation to a digital hiring format.
The second proposal advocates for a simplified electronic registration process for new employees in industries with high staff turnover, which, according to Islamova, will significantly reduce the volume of paperwork for companies.
Support and development plans
President Shavkat Mirziyoyev supported both proposals, stating that implementing these measures would require streamlining labor legislation and amending existing laws if necessary.
During her speech, Islamova also discussed the development of Dodo Pizza Tashkent. The company currently has 19 branches and plans to increase them to 21 by September. Over the past two years, the network's staff has grown to 300 people. For 2027, the enterprise intends to open another 20 pizzerias with a focus on regional expansion, aiming to double the total number of employees.
