Proposal to introduce a 3% tax on foreign money transfers by migrants from Russia

Sergey Mironov, chairman of the 'For Truth' party, proposed introducing a special 3% tax on all bank transfers made by migrants from Russia abroad. According to Mironov, foreign citizens should pay 3% on each such transfer.

The party chairman also noted that in 2026, migrants transferred over 17 billion rubles from Russia abroad, and, in his words, foreign citizens are currently not paying tax on this amount.

This proposal could potentially affect Uzbek citizens working in Russia. According to data from the Uzbekistan Migration Agency, provided by the Central Bank of Uzbekistan, about 1.4 million Uzbek citizens work in nearly 40 countries. Russia remains the largest destination for Uzbek labor migrants, with 834,200 Uzbek citizens there.

Additionally, 84,400 Uzbek citizens work in Kazakhstan, 72,100 in Turkey, and 46,400 in South Korea. Another 258,000 Uzbek citizens are employed in European countries, and 97,700 in other states.

Against the backdrop of large-scale labor migration, significant funds are being transferred to Uzbekistan from abroad. According to the Central Bank of Uzbekistan, from January to June 2026, money transfers to individuals in Uzbekistan reached 9.3 billion US dollars, which is 13% or 1.1 billion dollars more than in the same period of 2025.

The most significant growth in receipts was recorded from the United Kingdom, which increased by 62%; from the European Union—by 27%; and from the United States of America—by 19%. Transfers from Ireland grew by 86%, from Lithuania—by 18%, and from the Netherlands—by 7%.

In absolute terms, transfers from Kazakhstan increased from 366 million to 469 million US dollars, while transfers from the United States grew from 313 million to 372 million US dollars. Transfers from South Korea increased from 282 million to 314 million US dollars, and from Turkey—from 266 million to 303 million US dollars.

Transfers from the United Kingdom increased from 89 million to 144 million US dollars, and from EU countries—from 251 million to 319 million US dollars.

The majority of the funds, amounting to 4.8 billion US dollars or 51.7% of the total volume, were transferred directly to bank cards through the P2P system. This figure increased by 32% compared to the first half of 2025. Traditional international money transfer systems accounted for 4.3 billion US dollars, or 46.7% of total money transfers for January-June, with a growth of 0.3%. Another 142 million US dollars, or 1.6%, were transferred through the SWIFT banking system, which is 43% less than the previous year.
