Uzbekistan plans to introduce a unified register that will contain all mandatory requirements established by regulatory and technical acts for conducting business. According to this provision, entrepreneurs cannot be held liable for non-compliance with requirements that are not present in this system.
The legislative act regulating this process will come into force in three months. Authorized state structures and organizations will be responsible for entering data into the register, and the Ministry of Justice has been appointed as the system operator.
New business requirements must undergo a preliminary discussion phase. This applies to draft documents that introduce additional restrictions, prohibitions, obligations, or types of liability for entrepreneurs. Discussions on these drafts will involve representatives of the business community and their associations.
The law also establishes the conditions under which an enterprise's activity may be suspended. Suspension is possible at the entrepreneur's own initiative, by decision of supervisory bodies for a period of up to ten working days, or by court decision for a period exceeding ten working days but not exceeding six months.
The document also guarantees entrepreneurs the right to connect to energy sources and use them in accordance with current legislation. It should be noted that since August 13, a special legal regime 'Entry into Business without a License' has been in effect in Uzbekistan, which significantly eased the start of commercial operations by allowing entrepreneurs to begin activities in some areas before obtaining all necessary licenses and permits.
