NASA has invited India to participate in the creation of a permanent base on the Moon. Although this headline sounds promising, the exact meaning of this proposal for India remains largely unclear.
The concept of a lunar base represents a shift in focus from exploratory missions to infrastructure development. The first phase, planned for implementation around 2028–2029, will concentrate on establishing reliable operations at the South Pole. Robotic landers and rovers will map the terrain, study extreme conditions, and test technologies necessary for power, communication, mobility, and navigation.
For instance, Japan is expected to contribute a sealed rover that would allow two astronauts to work and move away from the main landing zone for extended periods.
The lunar South Pole possesses two critically important resources for future explorers: water and sunlight. Some craters in this region remain in perpetual shadow, allowing water ice and other volatiles to survive for billions of years. If this ice can be found and economically extracted, it could potentially provide water for astronauts, and after processing, hydrogen and oxygen for life support, as well as possibly rocket fuel.
There is a temptation to draw hasty conclusions here, but India clearly possesses relevant capabilities. The Chandrayaan-1 mission detected water molecules. Chandrayaan-3 demonstrated a soft landing near the lunar South Pole, and India's lunar program has accumulated experience in studying the surface and environment.
For NASA, the Moon also serves as a testing ground for Mars missions. A permanent presence on the Moon will allow engineers and astronauts to gain experience in maintaining human life and equipment functionality over long periods away from Earth. This will yield knowledge regarding radiation, lunar dust, closed-loop life support systems, surface traversal, and in-situ resource utilization.
The safest approach is to view this invitation as an opportunity rather than a final outcome. NASA is proposing a large-scale, long-term lunar infrastructure program. India was invited due to its demonstration of relevant capabilities and its established relationship with the US in space matters.
