The government has decided to abolish the twenty-year restriction on advertising for television channels, which stipulated that they could not exceed 12 minutes of advertising within an hour. This step, according to authorities, is intended to equalize the positions of traditional broadcasters with digital platforms.

The Ministry of Information and Broadcasting reported that this restriction, introduced in 2006 in accordance with the Cable Television Network Rules of 1994, will cease to be effective after the official publication of the amended rules in the State Gazette.

Authorities justified their decision by stating that the media landscape has undergone significant changes since this limit was introduced. In 2006, there were only 62 TV channels in India, whereas today there are over 900. Cable television, which was the dominant distribution platform, was mostly analog and offered limited choice and low capacity to consumers.

Thanks to digitization, platforms such as cable TV, direct-to-home, HITS, and IPTV are now capable of broadcasting from 300 to 500 or more channels, which has significantly expanded competition and viewing options, the ministry specified.

This change will give broadcasters greater freedom in determining their advertising budget, which is a critical point for an industry heavily reliant on advertising revenue from both paid and free channels.

The ministry also pointed to the growing competition faced by TV channels from digital media, where there is no similar legislative limit on the duration of advertising. It was noted that the existing restriction created an 'unfair playing field' for conventional television broadcasters, and its abolition will promote 'fair competition' and simplify doing business.

Nevertheless, the changes will only come into force from the date of official notification of the amendment to the Cable Television Network Rules.
