This raises the question of why the Fergana region, which ranks second in the country after Tashkent in terms of production volume, industry, and gross domestic product, has a relatively small number of entrepreneurs.
A request was made regarding this issue to Sherzod Yuldashov, head of the Chamber of Commerce and Industry of the Fergana region. He noted that although the statistics may suggest this impression at first glance, the real situation is different.
Firstly, there are 115,860 entrepreneurs in the Fergana region. Of these, 44 thousand are legal entities, and 71,850 are individual entrepreneurs. This figure is the third highest in the country.
Secondly, the number of entrepreneurs is calculated relative to the population per 1,000 people. The population of the Fergana region is 4,238.6 thousand people, placing it second in the country after the Samarkand region.
Thirdly, business entities begin their activities in the forms of small businesses, individual entrepreneurship, or family enterprises. This trend continues in the Fergana region. Thanks to state support, including favorable tax and credit benefits, as well as subsidies, small business partners combine in the short term to form large enterprises, become companies, and influential producers. Cooperatives are even being established. Therefore, the number of business entities may seem smaller, but according to the interviewee, the assessment should be based on the volume of produced goods.
In 2025, 111 trillion soums of products were produced in the region, 77% of which came from small businesses, i.e., from entrepreneurs. Furthermore, 1,284 investment projects were launched in 2025, attracting $3.7 billion, of which $2.5 billion was foreign investment.
In 2025, exports reached $1.1 billion, including $402 million in agricultural products and $695 million in industrial products. Forecasts for 2026 indicate that 1,424 projects will be launched, attracting $4.2 billion in investments, of which $3.1 billion will be foreign and $1.1 billion local. Export volume is planned to increase to $1.6 billion.
These figures indicate that entrepreneurship in the Fergana region is developing rapidly.
In the second season of the 'Initiative Budget,' 23,551 projects were presented. The number of such projects increased by almost 12 percent, while the total funding amount remained virtually unchanged.
According to data from Tashkent on August 4, 23,551 projects were submitted by citizens for the second season of the 'Initiative Budget' for 2026. 2 trillion 187.7 billion sums have been allocated for their financing to the respective regions.
Compared to the first season, the number of initiatives grew by 2,502 projects, which is 11.9 percent. In the first season of this year, 21,049 projects were presented, for which 2 trillion 188.2 billion sums were allocated.
Thus, despite an increase in the number of projects by almost 12 percent, the volume of funding has practically not changed, decreasing by 500 million sums.

In the first season, Tashkent region led in the number of projects with 2,129 initiatives. Fergana region contributed 2,050 projects, and Samarkand region contributed 1,832 initiatives. In the second season, Samarkand region increased the number of projects to 751, which is an increase of almost 41 percent, causing the region to take first place.
