President Shavkat Mirziyoyev received a report on efforts to ensure stable energy supplies in the regions, based on experience gained within the framework of the 'Yangiyul' program. After reviewing this report, he ordered the dissemination of this approach to all districts of the country, according to the press service of the President of Uzbekistan.
Previously, the task was set to create a pilot model in 14 districts, one in each region. This work was carried out at the mahalla level, where specialists assessed the state of energy infrastructure, identified existing problems, and took targeted measures directly on site.
During this work, 916 mahallas, 832,000 households, 49,000 enterprises, and over 2,200 social facilities were surveyed. An energy passport and a balance of energy resource demand were prepared for each mahalla. This allowed for the first time to calculate the gap between actual energy needs and available capacity at the mahalla level.
It was found that 265 mahallas have an electricity deficit of 60 MW, and 42 mahallas face a shortage of natural gas amounting to 47 million cubic meters per year. At the same time, 207 mahallas have surplus capacity. According to these calculations, this approach allows for the timely determination of future energy resource needs and the preparation of necessary infrastructure.
Within the 14 pilot districts, the need was identified to repair 5,695 transformers, 6,900 km of power lines, and 242 km of gas networks, as well as 404 gas distribution points. Work to improve their technical condition and transition them to the 'green' category has already begun. To date, 441 transformers, 1,134 km of power lines, and 88 km of gas networks, as well as 92 gas distribution points have been repaired. Additionally, some facilities whose construction began in previous years under investment programs but remained unfinished have been put into operation.
According to forecasts, the demand for energy resources in these districts will increase by 49% over the next five years. Therefore, a five-year program has been developed that takes into account prospective projects and ensures reliable energy supply for the population and businesses. This program provides for the replacement of 2,261 transformers and 7,449 km of power lines in 721 mahallas, as well as the replacement of 313 gas distribution points and 327 km of gas networks in 200 mahallas. The implementation of these measures is expected to create an additional transmission capacity of 1,300 MW.
The level of energy consumption in social facilities was also studied. The analysis covered 1,938 facilities, of which 226 with low efficiency ratings were classified as 'red'. A program has been developed to transition these facilities to energy-efficient systems, and its implementation has already begun. According to calculations, these measures will allow for annual savings of 4.3 million kWh of electricity and 2.1 million cubic meters of natural gas.
Mirziyoyev instructed officials not to limit themselves to the approach tested in 14 districts, but to expand it to all districts of the republic. In each region, the work must be organized at the mahalla level, an energy passport and consumption balances must be prepared, a targeted assessment of the state of the networks must be conducted, and identified problems must be solved in stages. The main goal is to transition from fixing energy problems after they occur to proactively identifying them, planning necessary measures, and preventing possible failures.
Measures to accelerate the transfer of regional electrical grid projects of the Samarkand region to foreign investors for the management and construction of the 'Surkhan–Pul-i-Humri' high-voltage line were also discussed at the meeting.
Uzbekistan intends to boost the production of aviation kerosene and carry out a large-scale modernization of its oil and gas industry. These plans were announced in the report on the activities of JSC Uzbekneftegaz for the first half of the year, as well as in the decree on priority tasks until the end of the current year, which was presented to President Shavkat Mirziyoyev.
One of the main reasons for increasing kerosene production is the growing demand driven by the rise in the number of international flights passing through Central Asia. According to the report, the demand for aviation kerosene in the second half of the year will reach 375 thousand tons, which is 27% higher than the figure for the same period last year. Most of this volume should be supplied by local oil refineries, but imports are also being established from countries such as Georgia and Iraq.
In the first six months of the current year, Uzbekneftegaz achieved significant results: 11.5 billion cubic meters of natural gas were extracted, and the production volumes of crude oil, liquefied gas, diesel fuel, and aviation kerosene exceeded planned indicators.
By the end of the year, the enterprise aims to increase the output of key petroleum products. It is planned to produce 1.1 million tons of automotive gasoline, 983 thousand tons of diesel fuel, 310 thousand tons of aviation kerosene, 606 thousand tons of liquefied gas, and about 1.18 million tons of synthetic products.
Another important area of development will be the deepening of geological surveys. $38.8 million has been allocated for the modernization of the company Uzbekgeophysics. These funds are intended for updating equipment necessary for studying wells, as well as for acquiring a modern 3D seismic survey complex.
Simultaneously, work is underway to strengthen digitalization in the industry. In cooperation with the American company Schlumberger, a specialized seismic data processing center will be created. This center will be equipped with a supercomputer and the latest software, and artificial intelligence technologies will be used during research. It is expected that this modernization will significantly increase the volume of geological survey work: the area of annual 3D seismic surveys will increase from 1.8 thousand to 5 thousand square kilometers, the depth of surveys will increase from 4.5 thousand to 8 thousand meters, and the number of identified promising geological structures will increase from 19 to 30.
Based on the review of the report, the president issued instructions on the need to ensure stable and continuous supply of petroleum products to the domestic market, as well as to continue the technological modernization of enterprises, improve their energy efficiency, reduce production costs, and strengthen control over the fulfillment of all set tasks.
The Institute for Reducing the Share of the Shadow Economy, Improving Tax and Customs Administration, and Fiscal Analysis at the Ministry of Economy and Finance has proposed changing the current system of heat supply subsidies in Uzbekistan. This initiative was announced on July 30 as part of a fiscal dialogue.
Instead of continuing to compensate tariffs for all consumers, the institute proposes transitioning to a model of targeted social support for households that genuinely need it.
According to data presented in the presentation, the total amount of subsidies for heat supply across the republic will reach 3.8 trillion soums in 2026, with 2.9 trillion soums, or 77% of this amount, allocated to Tashkent.
The current situation shows that the population pays less than 20% of the basic tariff, which is set at 711.6 thousand soums per 1 Gcal, while about 80% of the cost is covered by the state budget. The authors of the proposal point out that centralized heat supply in Tashkent heavily relies on these budgetary compensations, whereas in most other regions, the household directly bears the cost of heating.
One of the significant shortcomings of the current system, according to the institute, is its non-targeted nature, as subsidies are provided regardless of the consumer's income or property status. Furthermore, there are differences in tariffs for legal entities: budgetary organizations pay 952.8 thousand soums per 1 Gcal, while other legal entities pay 342.3 thousand soums.
The institute proposes gradually introducing a social consumption norm. Preferential payment conditions may apply to housing up to 60 square meters per household or 16 square meters per registered resident.
For the area exceeding the established social norm, the basic tariff is proposed, which means a 5.1 times increase in payment for the population compared to the current rate (139,860 soums per Gcal). There are also plans for the gradual transition of second and subsequent residential premises to the basic tariff, with the share of payment increasing from 40% to 100%.
For legal entities, it is proposed to gradually increase the share of the basic tariff application: first from 60% to 80%, and then to a full transition to 100%. In the long term, the institute advocates abandoning tariff subsidies in favor of targeted cash assistance for those in need, which will be distributed through the Unified Social Protection Register.
However, for a significant portion of citizens, the payment procedure may remain unchanged. The presentation showed that 45.4% of apartments in Tashkent are no more than 60 sq. m, and the current payment terms will be maintained for them.
Following reports of a possible fivefold increase in tariffs, the Institute of Fiscal Analysis at the Ministry of Economy and Finance clarified that this proposal represents only an analytical development by staff and is not an official decision, bill, or regulatory document. Current tariffs and payment rules for heat supply remain unchanged.
The institute emphasized that the goal of the initiative is not a general increase in payment but a shift in focus from subsidizing all consumers to providing targeted support to those who need it. The preferential tariff remains within the social norm: 60 sq. m per household or 16 sq. m per person. For a family of four, this norm will be 64 sq. m.
According to the institute's estimates, this approach will not change the payment procedure for 45.4% of apartments in Tashkent with an area of up to 60 sq. m. In the medium term, needy families will receive targeted financial assistance through the Unified Social Protection Register. The study was presented at the 'Fiscal Dialogue' for expert discussion and aims to find fairer methods of distributing budget support.
Previously, in December 2024, Deputy Prime Minister, Minister of Economy and Finance Jamshid Kuchkarov noted that the heat supply problem is more complex than problems with electricity and gas, due to the large difference between the market value of heating and existing tariffs. He also pointed to issues related to the lack of meters and outdated, energy-intensive equipment.
In July 2025, Ilhom Turayev, chairman of 'Issiklik Ta'minoti', stated plans to completely abolish subsidies for heating and hot water in Uzbekistan by 2030, noting that tariffs will be indexed once or twice a year, which will allow for a gradual reduction in the volume of subsidies.
