DDA offers discounted housing in Delhi with a 25% discount

The maximum limit for purchasing new vehicles with exemption from the Tax on Industrialized Products (IPI) intended for people with disabilities (PcD) and people with Autism Spectrum Disorder (ASD) may be increased from R$ 200 thousand to R$ 250 thousand. This change is provided for in Bill 2.079/2026, presented by deputy Geovania de Sá of the Republicanos-SC party, which aims to modify Law 8.989/1995 and is currently under review in the Chamber.

Currently, the limit has remained stagnant since January 2022. According to the bill's author, the increase in car prices during this period has made the benefit inaccessible to a large part of the target audience. In the project's justification, she emphasized that 'mobility is a prerequisite for social inclusion and autonomy.'

It is important to note that the benefit does not consist of a single discount, but rather the exclusion of various taxes from the buyer's bill. An illustrative example is a R$ 120 thousand vehicle, where one can see how taxes impact the final cost. This situation encourages manufacturers to market versions slightly below this R$ 120 thousand threshold.

In a survey conducted by AutoPapo, it was possible to verify that the Chevrolet Tracker 1.0 Turbo AT6 cost R$ 119,900 at the public price and R$ 104,804 for PcD, while the Jeep Renegade Sport T270 was sold for R$ 118,290, with a price for PcD of R$ 99,990.

With the proposed ceiling, a model like the Jeep Compass Série S, equipped with a 1.3 turbo flex engine and manufactured in Goiana (PE), announced for R$ 221,990, would fall within the new limit. Furthermore, the readjustment would allow more equipped versions of SUVs, which are currently excluded from the benefit, to be included without manufacturers needing to reduce standard features to keep the price within the range.

Bill 2.079/2026 is being analyzed in a conclusive manner by the committees on Defense of the Rights of People with Disabilities, Finance and Taxation, and Constitution and Justice and Citizenship. If approved by these three committees and there is no appeal to the plenary, it will proceed to the Senate. Concurrently, there is BillP 11/2026, which has already been approved by the Senate and is now in the Chamber, restoring the full IPI exemption for the PcD public, as this benefit had been reduced by 10% through a complementary law at the end of 2025.
