A meeting was held in the capital dedicated to implementing the work carried out by the State Cadastre Chamber under the Tashkent City Administration, in accordance with the Law of the Republic of Uzbekistan No. 937.
It was noted during the event that according to Law No. 937, a schedule for conducting selective cadastral works jointly with local administrations has been approved. According to this schedule, work is planned in 150 districts of the capital in 2026. One hundred and fifty cadastral employees were involved in these large-scale processes.
To prevent shortcomings identified in previous works, cadastral procedures are conducted in two stages: field and desk work. Both documented and undocumented objects are studied, including a general cadastral assessment (thorough examination of every room and every land plot).
To date, over 69,500 objects in Tashkent have undergone full cadastral assessment, of which 8,454 have been entered into the 'Etirof' information system. Objects entered into the system are at various stages of review: 2,992 objects are under consideration by authorized organizations, 7 have been announced to the public, and 101 is in the process of issuing a conclusion in judicial bodies. Additionally, 3,088 objects are being edited, and 1,528 objects are awaiting payment as stipulated by law. 491 object is being reviewed by the People's Deputies of the Kengash, and rights to 46 objects have been recognized based on decisions of the People's Deputies of the Kengash.
The event also emphasized that the term 'possession at one's own discretion' does not exclusively mean illegal possession. This definition is also applied in the legislation to land plots or buildings lacking documents. This public policy positively affects citizens' lives by granting them the right to legalize their housing, sell it to others, and register family members. Furthermore, homeowners can now receive preferential loans for repairs or additional construction, and if housing is seized for public needs, they can demand compensation in accordance with the law.
The procedure for recognizing rights to land plots and structures built on them has been further simplified. A number of important changes and additions in this area were approved by Law No. URQ-1153, adopted on June 15, 2026.
The main goal of the law is to accelerate the process of recognizing rights to land plots possessed at one's own discretion, and to buildings and structures built on them, to create convenience for citizens, and to ensure uniform legal practice. In particular, the deadlines for recognizing rights have been reduced from 150 to 50 days. The possibility of recognizing rights to real estate whose tax debt does not exceed 30% of GDP has also been created. Discounts on the remaining payment have been introduced upon full fulfillment of a lump-sum payment. For cases where payment is impossible, a phased payment procedure over 1–3 years has been introduced.
The mechanism for recognizing rights to excessively occupied land plots has been improved: decisions of local Kengash People's Deputies have become the basis for including rights in the state register. Furthermore, it has been established that taxes calculated at an increased rate for land plots from January 1, 2020, to June 1, 2024, should not be applied to individuals, and a procedure for filing complaints in court has been introduced to save citizens time and money. The possibility of recognizing rights to the remaining part of a land plot after removing a portion falling into a construction prohibition zone has also been created.
