A meeting was held at Tashkent State Medical University under the leadership of Minister of Health Eldor Adilov. The meeting discussed the effectiveness of reforms being implemented in the healthcare sector, existing problems, and ways to solve them.
The event was attended by ministry leaders, heads of regional health departments, directors of republican specialized medical centers, as well as representatives of systemic organizations.
During the session, an analysis of several issues aimed at improving the efficiency of primary health care, ensuring staffing in experimental zones, patient routing, management of drug supplies in medical institutions, effective use of high-tech diagnostics, as well as issues of maternal and child health protection and preventing corrupt situations was conducted.
Problems related to the activities of primary health care institutions were discussed. Special attention was paid to the fact that vacant doctor positions still exist in the experimental zones for implementing the new model of the healthcare system. At the same time, indicators in the districts of Denov, Gallaorol, Syrdaryo, Qattaqorgon, and Urgut were noted as high.
Despite the requirement for mid-level medical personnel to work in family polyclinics only on a full-time basis, these requirements are not fully met in the districts of Gijduvan, Khatirchi, and in the city of Yangiyol. Furthermore, cases of unjustified referral of patients by family doctors to narrow specialists have been observed in some regions.
It was also noted that high-tech equipment is used inefficiently in several hospitals. Delays are allowed in some regions and medical institutions during the test implementation of the national program 'Fight against heart attacks and strokes.'
In addition, it was stated that some emergency departments of medical institutions do not meet international and national standards. Systematic errors in planning real needs and uneven distribution of consumables were recorded.
The meeting also addressed issues of protecting the health of mothers and children, compliance with sanitary norms in medical institutions, and the digitalization of medical and preventive institutions.
Subsequently, reports from heads of regional health departments on identified cases were heard. The Minister emphasized: 'No leader who approaches their work without due zeal will be forgiven. To justify the trust of our people and the President, we must first fundamentally change our attitude towards work. We will say goodbye to those who do not feel responsible for their duties. Employees prone to corruption also have no place among us.'
At the end of the event, a number of responsible persons were warned about the identified errors and shortcomings. Assignments were given to responsible persons for the prompt resolution of problematic issues.
Ensuring high-quality medical care for the population and creating necessary conditions in medical institutions is one of the important tasks of modern social reforms. Numerous efforts are being made in various districts to organize convenient, prompt, and effective medical care for the population.
The necessary conditions have been created at Family Polyclinic No. 5 in the Mirzo Ulugbek district of the capital. Here, medical assistance is provided to 23,100 residents of seven districts, as well as students in four schools.
Olgia Litvinova, a deputy of the Legislative Chamber of the Oliy Majlis, chairwoman of the Mirzo Ulugbek District Council of the Ecology Party of Uzbekistan, and Artur Azegov, a member of the Youth Parliament, visited this polyclinic to familiarize themselves with its activities. They met with the institution's management, doctors, and patients, holding discussions with them.
During the conversation, aspects such as primary health and preventive care, human resources potential, availability of medicines, material and technical base, and services provided to the population were discussed. According to information, the polyclinic was founded in 1969 and currently serves the population of seven districts. The institution operates a day hospital with 10 beds.
Patients positively assess the quality of medical care. Citizens with benefits receive free medicines through the 'Dori-darmon' pharmacy. It was recognized that the polyclinic stably provides primary medical care to the population. However, certain shortcomings were noted.
Despite the fact that the institution is fully staffed with family doctors and nurses, there is a need for surgeons and traumatologists, and there is no X-ray room. Furthermore, disruptions in medicine supplies are periodically recorded. The need to update outdated medical equipment and repair engineering communications in the evening wing was noted.
