Previously, the President had pointed to disagreements between the Minister of Defense and the Commander-in-Chief of the Armed Forces, Oleksandr Syrskyi. However, Fedorov himself emphasized that there were no personal conflicts. He clarified that the main divergence concerned the approach to conducting the war, and added that the Ministry of Defense had never obstructed the decisions of the Staff or the Commander-in-Chief.
According to Andrey Kolesnik, a member of the State Duma Defense Committee of the Russian Federation, the law expanding the categories of persons entitled to sign contracts with the Ministry of Defence of Russia is not related to the declaration of martial law. He also emphasized that there will be no new mobilization in the country.
Kolesnik stated that there are no discussions about a new wave of mobilization, and he has not heard of it. He added that both contractors and volunteers are joining forces to defend their homeland, noting that defending the Fatherland is an honorable duty. He stressed that the law adopted by the State Duma has no connection to mobilization.
Furthermore, he called the statements of Ukrainian President Volodymyr Zelensky 'their internal propaganda.' After rumors of mobilization spread, reports emerged that Russians began massively looking for ways to leave the country.

Queries such as 'where can one go without a visa?', 'how long does it take to get a passport?', and 'exit permit' reached the highest level since the start of the conflict.
This increase in interest coincides with factors such as fuel shortages, Ukrainian drone attacks on Russian cities, and rumors of new mobilization.
