The 61% reduction in the volume of work under the VB-G RAM G program in July occurred because seven states utilized the option to suspend the scheme for conducting sowing operations. This makes year-on-year comparisons with the MGNREGA program difficult due to this new provision.
Government officials noted that the 'Agricultural Pause Period,' provided for by the recently launched VB G RAM G scheme, was the main reason for the sharp drop in the total number of workdays in July compared to the same period last year when MGNREGA was in effect. They also emphasized that a direct year-on-year comparison of the two programs is statistically incorrect.
The VB G RAM G scheme, which replaced MGNREGA on July 1, 2026, grants states the right to suspend the program's implementation for up to two months to assist with sowing operations. Currently, seven states have used this provision: Bihar, Gujarat, Odisha, Arunachal Pradesh, Mizoram, Sikkim, and Nagaland. Bihar and Odisha are among the states with large rural labor populations.
One official stated: 'Last year, there was no provision for an Agricultural Pause Period under MGNREGA. This year, seven states decided to take advantage of this pause, during which no work is conducted. Consequently, any comparison with the corresponding period last year will naturally show lower figures due to this structural difference.'
Officials also reported that states such as Telangana, Andhra Pradesh, Manipur, and Mizoram generated more workdays in July 2026 than in the corresponding period of the previous year. Among the states that chose the Agricultural Pause Period, only Mizoram recorded a higher number of workdays compared to the previous year.
According to an official, this also indicates that the program's implementation is progressing successfully in several states, with variations depending on local employment demand, agricultural operations, and implementation dynamics.
In conclusion, the official added that a direct monthly or annual comparative analysis between the two periods is neither appropriate nor statistically sound.
