It is important to understand that the decision to enter Montenegro is determined by the traveler's passport, not the UAE ID. Although the new benefit opens doors for many UAE residents, the rules depend on citizenship and residency status.
UAE citizens can visit Montenegro visa-free for up to 90 days with a valid passport. Nevertheless, even under the visa-free regime, border services may request proof of residence, a return or onward ticket, proof of sufficient funds for the stay, as well as a passport valid for at least three months after the planned departure.
For expats, the situation depends on the type of their passport. Simply possessing a UAE visa or ID does not grant automatic rights to visa-free entry into Montenegro. If the passport is already exempt from visa requirements according to Montenegro's immigration policy, such as passports from many European countries, the UK, the USA, Canada, Australia, or New Zealand, entry can be made under standard rules applicable to that citizenship.
Another option is holding a valid multiple Schengen visa, UK visa, or US visa, or a residence permit. Montenegro allows many such travelers to enter without obtaining a separate Montenegrin visa, usually for a short period of up to 30 days.
If none of these options apply, an application for a Montenegrin visa is usually required through the Montenegrin embassy in Abu Dhabi. However, this year a temporary visa waiver was introduced specifically for foreign nationals residing in the UAE. This scheme is valid from May 1 to October 1, 2026, and allows eligible UAE residents to visit Montenegro visa-free for up to 10 days.
