President Shavkat Mirziyoyev reviewed proposals aimed at developing the livestock and poultry industries of Uzbekistan. The goal of these measures is to increase the volume of meat and dairy production, implement modern technologies, and strengthen domestic food security.
According to officials, the annual demand for meat has reached 2.15 million tons, while the current production volume is about 1.6 million tons. The growth in demand is due to an increase in population and a rise in the number of tourists.
To eliminate this deficit, the government has prepared a livestock development program for the period 2026–2028. The program envisages the revival of unused enterprises, support for specialized districts, construction of new facilities for home farms, and the implementation of investment projects. It is planned to increase meat production by an additional 190,000 tons.
The plan includes the restoration of 103 livestock enterprises. Proposed measures include restructuring or debt repayment for up to 10 years, allocation of land for fodder crops, and provision of breeding stock. These steps are intended to support 33,000 head of cattle and increase annual meat production by 12,000 tons and milk production by 40,000 tons.
Within 13 specialized livestock districts, authorities intend to improve the use of 75,000 hectares of fodder land, finance small-scale projects, and create milk collection centers and feed sales points.
Support for home farms is another priority. The program provides for the construction of 11,000 light livestock sheds capable of housing 421,000 head of livestock.
In total, 802 new projects worth 3 trillion soms are expected to create conditions for keeping over 68,000 head of cattle and 186,000 sheep and goats. These projects are projected to increase annual meat output by 20,000 tons and milk output by 120,000 tons.
The presentation also included the results of an assessment of livestock complexes in Karakalpakstan, conducted using artificial intelligence. The analysis showed that the total debt of 20 surveyed complexes amounted to 109.6 billion soms, with half of them classified as high-risk. The main problems identified were a lack of fodder resources and inadequate infrastructure.
To revitalize the sector, officials proposed reducing the debt burden on enterprises, strengthening the fodder base, gradually restoring the operation of livestock complexes, and providing them with breeding stock.
The program also includes importing 150,000 sheep from Mongolia, 100,000 head of breeding stock from China and European countries, and 2,000 head of livestock from Belarus. According to government estimates, such imports will allow for an additional increase in annual meat production by 44,000 tons.
The total planned investment in the livestock sector amounts to 463 million US dollars.
Special attention will be paid to supporting home farms and specialized mahallas. Currently, 2,407 mahallas in 191 districts specialize in animal husbandry and are home to approximately 3.9 million people. The program aims to expand these mahallas' access to breeding stock, artificial insemination services, feed, veterinary care, and subsidies.
In the field of breeding stock, authorities plan to establish farms with a capacity of 200 head of cattle in 13 districts, conduct artificial insemination for 500,000 cows annually, and implement embryo transfer technologies.
An initiative was also presented to create the Association of Uzbek Breeders. This association should represent the interests of producers, promote cooperation, breeding programs, scientific research, innovation, financial support, and export promotion.
Officials demonstrated the unified digital platform 'Smart Fermer', which will allow farmers to register livestock, request veterinary services, receive consultations on artificial insemination, feeding, and pasture management, apply for subsidies, and use AI-based recommendations.
Regarding poultry farming, projects totaling 432 million US dollars are planned. By 2028, Uzbekistan aims to increase poultry production by an additional 100,000 tons, increase the capacity of feed production to 3.3 million tons, and raise the share of modern slaughter systems from 20% to 50%.
Following the presentation, Mirziyoyev instructed officials to conduct a detailed assessment of the economic efficiency of all projects, ensure the targeted use of allocated funds, implement digital accounting and monitoring systems, and take measures to guarantee a stable supply of quality and affordable food products to the domestic market.
