President Shavkat Mirziyoyev reviewed a presentation containing proposals for organizing the activities of the Cadastre Agency based on new approaches, as well as for simplifying services provided to the population and entrepreneurs.
Over the past two years, more than 1.2 million real estate objects have been surveyed. As a result of this survey, an additional 16.5 thousand hectares of land and 49 million square meters of building area were identified.
270 thousand identified objects were entered into the cadastral database, which allowed for the creation of an additional tax base for the budget amounting to 315 billion sums annually. Furthermore, 90 percent of cadastral services are provided in online format.
Nevertheless, it was noted that problems causing dissatisfaction among the population and entrepreneurs in this area persist. If over one million applications for cadastral services were received in the first half of this year, 330 thousand of them, or 30 percent, were rejected. This means that effectively one in three applications remains unsatisfied.
Such situations lead citizens to waste extra time and money, and also to appeal to other institutions or individuals to resolve the issue, which increases corruption risks. Moreover, the centralized approach to making all decisions during service digitization created additional obstacles for the population.
In particular, changing the category of a non-standard object requires the consent of an organization at the region or republic level. Citizens have to submit several applications to solve one issue and pay for each application. For example, dividing one house between brothers and sisters requires four applications, and dividing an inheritance into three parts requires six applications. One application goes through 30-50 stages at the district, regional, and republican levels, and the process takes an average of 15-20 days.
It was noted that measures of criminal and administrative liability in the field of land supervision yield positive results. However, the need to introduce mechanisms aimed not only at increasing fines but also at eliminating violations and returning citizens to lawful activity was emphasized.
The presentation also critically analyzed the agency's management structure. Currently, separate territorial units of the Cadastre Agency and the Cadastre Chamber exist at the district and regional levels, and the system is managed by two heads. Among the employees of the system, 56 percent are managers and controllers, and 44 percent are direct executors. Due to the complexity of the recruitment process, more than 700 jobs remain vacant, and 40 percent of employees work outside their specialty.
Furthermore, heads at the regional level are not authorized to apply disciplinary measures to heads of district units. As a result, the workload on executive staff increases, while their salary level remains low.
In this regard, it was proposed to gradually transfer cadastral services to lower levels and expand the powers of territorial units. It was also discussed transferring at least 30 percent of employees working at the republican level to districts, as well as merging the structures of the Cadastre Chamber and services at the republican, regional, and district levels. This will increase the independence and responsibility of territorial units, bringing services closer to citizens.
During the structural changes, the task was set to launch the 'Cadastre Maslahat Burchagi' and 'Tezkor Kadastr' services within one week so that the population would not be left without help. Proposals for organizing the agency's activities based on the principle of 'one application—one payment' were also considered.
According to the new procedure, when the right to real estate arises, the application is generated automatically, which ensures proactive service provision. This will save the time and money of 1.2 million applicants per year. It is provided that all cadastral services are provided under one application, which will reduce the number of redundant applications by more than 200 thousand per year.
The process of registering the right to real estate will be fully transferred to online format. This will allow 500 thousand applications to be registered per year in a few seconds instead of the current 10-15 days. Proposals for adopting administrative liability were also approved. In particular, it is proposed not to impose fines for illegally constructed residential buildings before 2018 and to mitigate liability if illegal construction is voluntarily eliminated. Additionally, the introduction of a warning instead of a first fine in case of failure to file an application for real estate registration within the established period is being considered.
Heads were assigned tasks to simplify services, reduce excessive stages and payments, delegate decision-making powers to lower levels, and improve the working conditions of employees in the sector.
