The head of state signed the corresponding decree on August 1 in accordance with Article 22 of the Law 'On International Treaties of the Republic of Uzbekistan'. The management of the implementation of this agreement is entrusted to the Ministry of Preschool and School Education of Uzbekistan.
The Ministry of Foreign Affairs was instructed to notify the Turkish side about the completion by Uzbekistan of internal procedures necessary for the agreement to enter into force, as well as to report on the appointment of the authorized body for its execution. Furthermore, the Cabinet of Ministers and relevant ministries and agencies were instructed to monitor compliance with the provisions of the agreement after its official entry into force.
From the new academic year 2027/2028, applicants with disabilities will receive additional time frames when taking entrance examinations at higher education institutions.
According to the new presidential decree issued on August 4, 2026, the extra time will be 50% of the standard exam duration.
Similar concessions will be provided to teachers with disabilities when undergoing certification and taking exams to obtain a national certificate in general education disciplines.
In addition to the extended time, participants will be able to use examination materials formatted in Braille, as well as tasks in electronic and audio formats.
Previously, applicants in Uzbekistan were given two weeks to decide on their choice of university, field of study, and learning format.

A meeting was held in Tashkent, Uzbekistan, with representatives of the Moscow State Technical University (MSTU) regarding the admissions campaign for the university's branch for the 2026/2027 academic year. The event took place at the Russian House in Tashkent, in the office of the Rossotrudnichestvo representation in the Republic of Uzbekistan, and gathered over 70 people, including parents and student applicants.
Irina Staroselskaya, head of the Rossotrudnichestvo representation in Uzbekistan, delivered a welcoming speech. She emphasized that the opening of the MSTU branch in Tashkent expands opportunities for Uzbekistan's youth to receive modern engineering and technical education and prepares highly qualified specialists in demand in the labor market.
The meeting included Anton Egorov, Director of International Relations at MSTU; Ilya Matveev, First Secretary of the Russian Embassy in Uzbekistan; Philip Galnbek, university representative in the Republic of Uzbekistan; and Sardor Donaev, Executive Director of the Tashkent branch.
University representatives provided detailed information about available study programs, admission rules, entrance exams, scholarship opportunities, and career prospects for graduates.
In 2026, the branch is accepting students in three bachelor's programs: Computer Science and Engineering, Information Systems and Technologies, and Design and Electronic Means Technology. A total of 100 state-funded places have been allocated, of which 30 will be financed by state grants from the Republic of Uzbekistan.
Special attention during the event was paid to practice-oriented learning, the participation of professors from the main campus in the educational process, cooperation with industrial enterprises, and opportunities for industrial internships.
The event concluded with an open question-and-answer session, during which MSTU representatives answered inquiries from prospective students and their parents regarding studies, admission procedures, and career prospects.
