Efforts are underway in the Jizzakh Region to improve the investment climate, attract advanced technologies to agriculture and the agro-industrial complex, and expand international partnerships, and these efforts are showing tangible results. One of the significant events was the visit of the 'Beijing Longmu Holding Group' delegation from the People's Republic of China, aimed at promoting mutually beneficial cooperation.
During the visit, members of the delegation held talks with Bekzod Egamov, Deputy Governor of the region, who oversees industrial development, investments, and trade in desert and steppe areas. During the meeting, detailed information was presented on the investment potential of the Jizzakh Region, large-scale reforms being carried out in the agricultural sector, priority tasks for modernizing livestock farming, as well as the favorable business environment and incentives provided by the state for foreign investors.
Today, one of the key directions is attracting investment in livestock farming and processing industry to ensure the country's food security, produce competitive products, and increase export volumes. The production capacities, land and natural resources, transport and communication capabilities, and conditions created for investors in the Jizzakh Region generate significant interest among foreign companies.
According to the visit program, guests familiarized themselves with the 'Milk Foods' dairy and processing complex located in Sharof Rashidov district, as well as the 'Jizzax Organic' national agricultural cluster operating in Zomin district. The modern production processes implemented at these enterprises for growing agricultural products, their deep processing, value addition, and finished product manufacturing generated great interest among representatives of the Chinese company.
During discussions, the possibilities for developing livestock farming in the Zarbdor district were discussed separately. The parties exchanged views on the prospects of expanding breeding livestock, creating modern high-productivity livestock complexes, and implementing innovative technologies and effective management systems. It was emphasized that such projects will contribute to increasing the volume and quality of products, expanding processing capacities, creating new jobs, and sustainable regional economic growth.
As a result of the meeting, preliminary practical agreements on cooperation were reached. Specifically, the initial acceptance of 1000 head of breeding livestock for the expansion of the 'Jizzax Organic' cluster was agreed upon, and 'Beijing Longmu Holding Group' gave preliminary consent to invest 15–20 million US dollars in this project. This agreement will become an important basis for expanding production capacities in livestock farming, developing high-productivity breeding livestock, and introducing modern technologies into the industry.
During the negotiations, a promising initiative was also put forward: the management of 'Jizzax Organic' proposed creating a modern 'Logistics Hub' (a large distribution center for managing goods flow) based on the livestock complex in the Zarbdor district, which will serve Central Asian countries. Launching such a center is of great importance for increasing the region's export potential, ensuring fast delivery of products to external markets, reducing logistics costs, and strengthening the regional supply chain.
At the end of the negotiations, the parties agreed to continue consistent cooperation in areas such as breeding livestock development, deep processing of agricultural products, production of export-oriented finished products with high added value, and implementation of investment projects.
The visit of the 'Beijing Longmu Holding Group' delegation to the Jizzakh Region is of significant practical importance for strengthening economic partnership, attracting advanced foreign experience and modern technologies to the region, increasing the competitiveness of the agro-industrial complex, and implementing new investment projects.
In Tashkent, representatives of companies from Uzbekistan and China, particularly from the Xinjiang Autonomous Region, held discussions on joint projects in the fields of mining, green energy, agriculture, and technology.
According to the Ministry of Investment, Industry, and Trade, 22 companies operating in sectors such as metallurgy, energy, logistics, biotechnology, automotive manufacturing, and food industry participated in the Uzbek-Chinese business forum. Representatives of state and network organizations were also present.
During the negotiations, projects concerning the mining industry, 'green' energy, agriculture, medicine, modern technologies, industrial cooperation, and export-oriented production were reviewed.
According to the ministry's data, the volume of trade between Uzbekistan and China has tripled over the last five years, reaching nearly 18 billion dollars by the end of 2025. Furthermore, the volume of direct Chinese investment has increased fivefold, amounting to 17 billion dollars.
Currently, more than 6 thousand enterprises in Uzbekistan operate with the participation of Chinese capital.
The creative industry is recognized as one of the most important sectors of the economy, relying on intellectual potential and creating high added value. The law adopted on July 7, 2026, titled 'On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan on the Development of the Creative Economy,' plays a key role in the further development of this sphere, improving its legal framework, and supporting creative businesses.
Fazliddin O'ktamov, Head of the Department of Economy and Finance, told UzA correspondent that the legal basis for developing the creative economy in the country has been further improved. Law No. URQ-1157 of July 7, 2026, opens up new opportunities for entrepreneurs, creative workers, and investors operating in the creative industry.
The main goal of this legislative act is to ensure the sustainable growth of the creative industry, create more favorable conditions for industry subjects, expand stimulation mechanisms, and transform creative ideas into economic value. Furthermore, the law promotes international cooperation and enhances the country's competitiveness in the field of the creative economy.
The law introduced significant amendments and additions to the Tax Code, as well as to the laws 'On Public Procurement' and 'On the Creative Economy.' These amendments are aimed at supporting creative businesses, attracting new participants, and forming a more favorable legal environment for international interaction.
One of the most significant innovations was the introduction of tax incentives for foreign contractors participating in creative projects. According to the law, from January 1, 2026, to January 1, 2030, foreign contractors engaged in implementing projects carried out by residents of the Fund for the Development of Culture and Arts under the Administration of the President of the Republic of Uzbekistan and the Creative Industry Park are exempt from VAT, profit tax withheld at source, and personal income tax.
These incentives apply when foreign specialists are hired to perform work or provide services directly related to creative projects. This allows for a reduction in costs associated with attracting highly qualified specialists and international experience to creative projects.
Another important aspect of the law concerns the support for newly established entities in the creative industry. Previously, it was required that an entity's income from creative activities constituted at least 80% of its total annual income to receive the status of a resident of the Creative Industry Park. Now, this requirement is temporarily not applied when admitting new or recently registered entities to the park.
This gives new creative enterprises the opportunity to benefit from incentives during the initial stage of operation and facilitates their entry into the market. However, the law maintains financial discipline: if the established requirements are not met by the end of the fiscal year, the used benefits are subject to recalculation and recovery into the budget in accordance with current tax legislation.
An important amendment was also made to the 'On Public Procurement' law. Now, public procurement related to the organization and holding of international and interstate events in the field of culture and art can be conducted directly based on contracts. This simplifies and accelerates the organization of international festivals, forums, exhibitions, and other cultural events.
Overall, the new law aims to create a more favorable legal environment for the creative industry. It opens up opportunities for expanding international cooperation, attracting foreign specialists and services, supporting new creative enterprises, increasing the economic value of creative products and services, and strengthening Uzbekistan's authority on the world cultural stage.
It is emphasized, however, that the effective use of incentives and concessions requires market participants to comply with established requirements, ensure transparent accounting, and maintain financial discipline. These changes represent an important legal step towards the sustainable development of the creative economy, the support of innovative ideas, and the formation of a modern creative ecosystem in the country.
Another meeting of the Public Council under the Advisor on the Protection of Rights and Legal Interests of Business Entities at the President of the Republic of Uzbekistan in the capital was held. The event took place in an atmosphere of open and productive dialogue with the participation of members of the Public Council, representatives of business entities, and industry specialists.
At the meeting, chaired by Business Ombudsman Abdumannop Buriyev, three key issues were considered. In particular, a comprehensive analysis of Devonin's activities for the first half of 2026 was conducted. According to the information presented, 6400 appeals were received during the reporting period. Additionally, 3609 appeals were received through the 'Entrepreneur's Virtual Office.'
1371 measures were applied regarding the protection of entrepreneurs' rights, lawsuits worth 24.1 billion sums were filed in courts, and 13.3 billion sums were recovered. Inspections conducted by supervisory bodies comprised 104,588 checks, resulting in the identification of 5927 instances of law violations.
The preparation for the 'VI Open Dialogue' with the head of state and the activities of the Republican Headquarters were also discussed. It was noted that the Republican Headquarters has been functioning since May 15 and includes representatives from more than 50 ministries and agencies. As part of the preparation for the Open Dialogue on July 17, 5247 appeals were received, of which 2984 were resolved. In 1507 meetings organized by responsible organizations, 22,900 entrepreneurs participated, and 8890 proposals and questions were voiced.
The largest number of appeals came from regions such as Tashkent, Kashkadarya, Samarkand, and Fergana regions. Analysis of appeals by industry revealed that the main problems are related to financial support, land and cadastral issues, administrative taxation, and connection to infrastructure networks.
Expert groups at the Republican Headquarters are working on studying 278 systemic problems related to simplifying business regulation and foreign economic activity, with the aim of preparing a package of relevant proposals for their legislative resolution. The Public Council is viewed not just as a platform for discussions but as an important platform uniting leading experts with practical experience in various fields.
Special attention was paid at the meeting to the opportunity to hear directly from industry specialists about what specific problems concern entrepreneurs and what are the root causes of these difficulties. Members of the Public Council put forward concrete proposals regarding increasing the transparency of inspections conducted by supervisory bodies, preventing unjustified financial sanctions, creating additional conditions and opportunities for entrepreneurs in driver sectors of the economy, reducing excessive bureaucratic barriers, and providing additional benefits for small and medium-sized businesses ahead of the Open Dialogue.
Upon completion of the meeting, all proposals and recommendations made by the members of the Public Council were summarized and submitted to Devonin for appropriate decisions.
