According to detailed guidelines released for parents, the placement of a child in a private school in Dubai—determining their class or academic group—will depend on the child's age, previous school records, and individual learning needs.
The Knowledge and Human Development Authority (KHDA) guide clarifies the procedure for placing students from Pre-KG or FS1 up to Grade 9 or Year 10, including children arriving from abroad, transferring mid-year, or wishing to repeat or skip a grade.
The document also specifies how the revised admission age threshold will be implemented during the transitional academic year of 2026-27.
Key Principles for Class Placement
The guide stipulates that for levels Pre-KG through KG2 (FS1 through Year 1), the primary and determining rule is the child's age. However, for Grade 1 (Year 2) and above, the Transfer Certificate (TC) serves as the main reference. If there is a discrepancy between the class listed on the TC and the UAE's age and class correspondence table, the school must notify KHDA before confirming placement.
Parents should also know that these rules apply to early childhood development centers and nurseries starting from the FS1 level.
Age Thresholds for Admission
Children enrolling in schools that start the academic year in September must have reached the required age by December 31st. For schools commencing in April, the required age must be met by March 31st.
For schools starting in September, children must reach the specified age on or before December 31st. Children who have not reached the required age by these dates cannot be placed in the corresponding class or group, even if they are close to the threshold or studied that level elsewhere. This rule applies across all private schools in Dubai and ensures fairness, readiness, and consistency in curricula.
Who is Subject to the Revised Age Threshold?
The new rule applies exclusively to children being registered in the KHDA system for the first time during the 2026-27 academic year. It does not affect past periods. The guide describes 2026-27 as a transitional academic year; starting from 2027-28, all new registrations will follow the revised threshold without the cohort-based temporary flexibility available this year.
There is one exception for children born between September 1 and December 31, 2022, who are currently not attending school or nursery: parents and the school may jointly decide which level, FS1 or FS2 (or equivalent), is the most suitable starting point for them in the 2026–27 academic year. Furthermore, limited flexibility may apply at FS1 entry in British curriculum schools, provided the child's readiness is formally assessed and documented. This flexibility does not extend to other academic groups.
International Transfers
Children arriving from countries where formal education begins later may be enrolled in the appropriate class based on age, provided they meet UAE admission requirements. For example, a seven-year-old child arriving from Finland, where formal schooling starts later, can enroll in Grade 1 or Year 2 in Dubai, even if they have not mastered the same reading, writing, or classroom skills as their peers.
In such cases, the school must provide support, such as targeted in-class assistance, differentiated instruction, foundational literacy and numeracy lessons, a short-term individualized learning plan, and extra help during the first semester. The absence of prior formal education alone is not grounds for demoting the child.
Placement Upon Downgrading a Class
For children from Pre-KG to KG2, or FS1 to Year 1, placement is determined by age regardless of the previous academic group. Starting from Grade 1 or Year 2, the Transfer Certificate becomes the main reference. According to the guide, if the certificate indicates a lower grade than the UAE table, the school typically uses the certificate and notifies KHDA of the significant discrepancy. Nevertheless, children who started late or were previously placed in a lower grade may be placed in a class corresponding to their age, with additional learning support.
If a recent assessment shows that the child is still unable to grasp the material at the current level, the school may request an exceptional placement from KHDA, providing full documentation and support history. A guide example: an eight-year-old child who completed Grade 1 abroad would typically enter Grade 3 or Year 4 in Dubai; however, if specialized reports indicate developmental delays, the school may request Grade 2 or Year 3 instead.
Situations Where a Child is Ahead of Their Age
Up to KG2 or Year 1, children continue to be placed by age, even if they studied at a higher level abroad. Starting from Grade 1 or Year 2, the Transfer Certificate can support placement above the age level. If it places a student more than one year ahead compared to the UAE table, the school must notify KHDA before confirming enrollment. The school may request approval for exceptional placement above the age level if the student has completed more advanced studies and demonstrates sufficient academic, emotional, and social readiness. However, the KHDA guide indicates that gifted children should generally receive enrichment and advanced work within their current age group. Skipping a grade requires official approval and a full readiness assessment.
Possibility of Repeating a Year
Generally, repeating a year is not provided for. The guide states that in Dubai, children are expected to progress with their age group. Poor grades, learning gaps, or late educational start are not sufficient reasons on their own to retain a student.
Exceptional placement in a lower grade is considered only if four conditions are met: the school has provided sustained, high-quality support and documented it; professional assessment confirms a significant developmental delay; the child is still unable to master the material or is at risk; and KHDA has officially approved such placement in writing. Before requesting a class adjustment, schools must provide support, which may include screening, individualized education plans, specialized assessments, therapy referrals, and group tutoring. Parents have the right to review evidence and participate in the decision-making process.
Reasons for Demotion in Class
Demotion in class solely due to 'maturity' is not permitted according to the KHDA guide. Any change must be supported by documented evidence of a developmental need and reviewed by KHDA. A temporary arrangement for eligible children newly entering school in 2026-27 is a limited exception to this general rule.
Insufficient English proficiency is also not a valid reason for demoting a student. Instead, the school must provide English language support as an additional language or supplementary lessons while keeping the child in the appropriate age group.
Mid-Year Transfer
The same rules regarding age and Transfer Certificate apply to children joining mid-year. For Grade 1 and above, the Transfer Certificate determines placement. If it differs from the age and class table, KHDA must be notified before confirmation of enrollment. For younger children, placement is based on age.
If records are delayed, the KHDA guide allows the school to place the child by age and prepare a temporary support plan pending receipt of documents. Any change in the child's academic group mid-year requires KHDA approval.
If the Transfer Certificate indicates an incomplete academic year, it does not automatically mean the child must repeat the year. The school must conduct an assessment: what the child already knows, which parts of the curriculum were missed, whether the child can handle the next grade's material, and what additional support may be needed. If the student can manage the next year's curriculum, the school should enroll them in that class and support any knowledge gaps. If the assessment shows they cannot handle the next grade, the school must gather evidence and request exceptional placement from KHDA, requiring parental consent. The guide states: 'An incomplete TC itself is not sufficient grounds for retaining your child.'
