Workers from the Philippines residing in the United Arab Emirates (UAE) can now utilize a new digital OFW (Overseas Filipino Worker Pass) for faster and more convenient document processing for travel. The Department of Migrant Workers (DMW) has made this digital pass available through its mobile application.
This innovation eliminates the need for eligible workers to obtain an Overseas Employment Certificate (OEC), which was previously required for workers returning to their overseas jobs after visiting the Philippines.
The digital OFW Pass functions as a digital identification for Filipino workers abroad and can be created directly in the DMW Mobile Application after submitting and verifying the necessary documents. Unlike the OEC, which is valid for only 60 days and can be used only once, the digital OFW Pass remains valid until the expiration of the worker's employment contract.
This launch is part of another major digital initiative presented by the DMW on July 7, 2025. At that time, an online contract verification system was launched, allowing OFWs to upload and verify employment documents remotely, bypassing a visit to the Department of Migrant Workers office in Dubai.
Contract verification was long a key requirement for OFWs planning to return to the Philippines, as it was previously needed before the issuance of the OEC. Thanks to the combined operation of the online verification system and the digital OFW Pass, the volume of paperwork and the need for personal visits are significantly reduced, enhancing the process efficiency for Filipino workers in the UAE.
Contract verification is critically important for OFWs intending to visit the Philippines, as it is a prerequisite for obtaining the Overseas Employment Certificate (OEC)—a document necessary for re-entry into the UAE.
According to the DMW, the mobile application was developed to create a comprehensive digital platform for OFWs, providing them with easier access to vital services and simplifying transactions related to overseas work and travel.
OFWs can download the DMW Mobile Application, go through the verification process, and generate their OFW Pass directly from their smartphones after the application is approved. The DMW clarified that both the Overseas Employment Certificate (OEC) and the digital OFW Pass are recognized as valid exit permits for overseas workers. This means that eligible OFWs can obtain either document before traveling, depending on their circumstances.
However, the OFW Pass offers a more convenient option because it is digital, remains valid until the end of the worker's employment contract, and can be generated via the DMW Mobile Application after verifying the required documents.
