According to the Tax Committee, in the first half of 2026, 68,600 private individuals received state subsidies totaling 330.822 billion soums. These funds were allocated for electricity generated by solar panels and fed into Uzbekistan's unified power grid.
The largest subsidy amount was paid in Bukhara region, where recipients received 61.9 billion soums. Additionally, subsidies in Khorezm region amounted to 60.5 billion soums, and in Kashkadarya region—37.3 billion soums.
The Tax Committee reminded recipients that accumulated subsidies can be transferred to a bank card via the Soliq mobile application using the 'Cashback and Benefits' service in the 'Solar Home' section.
The Committee also noted that under the 'Solar Home' program, owners of solar panels installed at their facilities receive 1000 soums for every kilowatt-hour of electricity they feed into the unified power grid beyond their own consumption, starting from April 1, 2023. The financing of these subsidies is carried out from the state budget.
Uzbekistan continues to implement state support measures aimed at developing modern tourism infrastructure, improving the quality of hotel services, and attracting international hotel brands.
According to the subsidy program approved by Presidential Decree No. PP-238 of July 27, 2023, the international hotel DoubleTree by Hilton, which opened in Tashkent in April 2026, received state subsidies totaling nearly 12 billion soms.
The ceremony for presenting the subsidy certificate was attended by representatives of the Committee on Tourism, industry figures from the hospitality business, and mass media. In accordance with the procedure approved by Cabinet of Ministers Decree No. 550, the hotel received 10.725 billion soms for creating 165 rooms. Additionally, the institution was granted an extra subsidy of 99,000 US dollars for introducing an international hotel brand in Uzbekistan.
Alexander Bakanov, Managing Director of DoubleTree by Hilton, emphasized that state support played an important role in the implementation of this project. He noted that Uzbekistan has created very favorable conditions for the development of the hospitality industry, and state subsidies, incentives, and practical assistance to investors contribute to the realization of large international projects.
Bakanov added that such support not only motivates investors but also contributes to increasing the number of hotels meeting international standards, improving service quality, and further developing the country's tourism potential. He expressed his delight at participating in the development of Uzbekistan's tourism.
S. Tajiev, Deputy Chairman of the Committee on Tourism, stated that state policy supporting the hotel industry strengthens investment attractiveness and promotes tourism in the country. According to him, such projects, implemented through a combination of state subsidies and investor initiatives, yield positive economic results: new jobs are created, local specialists receive training according to international standards, and a competitive environment in the hospitality sector is formed.
He also noted that the appearance of international brands like DoubleTree by Hilton increases the confidence of foreign investors in Uzbekistan's tourism potential.
Currently, DoubleTree by Hilton is among the ten five-star hotels operating in Uzbekistan. Under the current state support program, subsidies are provided to new hotels being commissioned before the end of 2026. The compensation amounts to 40 million soms per room for three-star hotels and 65 million soms per room for four- and five-star facilities. To receive subsidies, hotels must meet established requirements regarding category, capacity, and building height.
The implementation of such projects contributes to the further improvement of the country's tourism infrastructure, raising the level of service, attracting international investment, and strengthening Uzbekistan's position as one of the most promising tourist destinations in the region.
Uzbekistan authorities are intensifying the privatization process, seeking ways to restore production capacities. In the near future, over 1,300 real estate objects, thousands of hectares of land, and state shares in several companies will enter the market.
During a video selection meeting dedicated to the results of socio-economic development in the first half of the year and determining priority tasks until the end of the year, it was noted that since the beginning of the current year, 57 industry and 76 regional enterprises have reduced their production volumes. This has resulted in the economy losing potential revenue of almost 11 trillion soums.
In light of the current situation, the Deputy Prime Minister was instructed to conduct an analysis of enterprise activities every ten days jointly with region governors and industry heads. It was emphasized that solving business problems must be done directly at the local level without delays.
The Industrial Council was tasked with developing proposals to help compensate for the production decline at 133 enterprises and restore production worth 11 trillion soums.
Special attention was paid to the privatization of state property. Currently, about 3,000 state assets worth a total of 22 trillion soums have been listed on electronic auctions. Nevertheless, regional authorities criticized the insufficient efficiency of state property sales.
A new privatization program will soon begin. According to the plan, the state intends to put 1,300 real estate objects worth approximately 100 trillion soums, 8,000 hectares of land plots, and state shares in 66 enterprises up for auction.
To stimulate business interest, the acquisition conditions have been eased: the initial advance payment amount has been reduced from 30% to 15%, and the remaining amount can be repaid in installments without interest charges.
Furthermore, the president previously criticized the work of local banks and warned of possible personnel changes.
According to the Fiscal Strategy for 2027–2029, it is expected that Uzbekistan's state budget revenues will reach 439.7 trillion soums by the end of 2026, exceeding the approved plan by 19%.
This revenue surplus is attributed to higher economic activity than initially assumed, as well as actual prices for gold and copper being higher than budgeted assumptions.
In the revenue structure for 2026, direct taxes will amount to 149.6 trillion soums, indirect taxes will bring in 131.6 trillion soums, and payments for resources and property tax will provide 54.5 trillion soums. The remaining revenues, which include other types of income, will reach 104 trillion soums.
For 2027, state budget revenues are projected to be 422.3 trillion soums, corresponding to 17.1% of GDP, which is lower than the expected level for the current year. The document specifies that the forecast for gold and copper prices for the period 2027–2029 was based on a conservative approach. By 2029, revenue is expected to grow to 554.1 trillion soums.
Corporate profit tax will remain the largest source of income: after a projected 96.5 trillion soums in 2026, collection will decrease to 81.5 trillion soums in 2027 before rising to 112.9 trillion soums by 2029. Value Added Tax (VAT) revenues will increase from 93 trillion soums in 2026 to 138.9 trillion soums in 2029, while personal income tax will rise from 49.8 trillion to 78.2 trillion soums. Excise taxes will reach 32.4 trillion soums by 2029, and customs duties will amount to 20.1 trillion soums.
Meanwhile, the share of consolidated budget revenues in GDP will begin to decline: from 27% in 2026, it will decrease to 23.7% during the 2027–2029 period, as economic growth outpaces the pace of budget revenue growth.
