Discussion on the development of medicine and pharmaceuticals in Uzbekistan with the participation of Turkish representatives

As part of this meeting, a TİTCK specialist shared their experience in organizing and conducting GMP inspections. Practical recommendations were provided regarding the implementation of a risk-based inspection system, improving quality management, and harmonizing national requirements with international standards. Special attention was paid to the digitalization of the pharmaceutical sector.

The parties exchanged experiences in using digital platforms, artificial intelligence technologies, and modern IT solutions in regulatory processes, including document analysis and more efficient organization of inspection procedures.

PIC/S (Pharmaceutical Inspection Co-operation Scheme) is an international cooperation system in the field of GMP inspections; membership confirms that the national inspection system complies with international standards and expands the opportunities for local pharmaceutical products to enter global markets.

A complex neurosurgical operation to remove a mass tumor located in the left temporo-tympanic region of the left cerebral hemisphere, which spread into the brain and beyond the skull bones, was performed on a 26-year-old patient at the National Medical Center. According to the conclusion of comprehensive diagnostics and a specialist consultation, surgical removal of the tumor was determined to be the most appropriate treatment method for the patient.

The operation was performed by a team of specialists under the guidance of experienced neurosurgeon Gairat Eshquvatov. The procedure was conducted under general endotracheal anesthesia using modern neurosurgical technologies and high-precision equipment. The main goal of the operation was to maximize tumor removal, reduce pressure on brain tissues, and eliminate the neurological symptoms observed in the patient.

In fulfillment of the tasks set by the President to support entrepreneurship, increase investment attractiveness, and ensure the transparency of state body activities, a broad dialogue took place with representatives of the pharmaceutical sector at the Center for Pharmaceutical Product Safety under the Ministry of Health. Representatives of local drug manufacturers, importers of medical equipment and devices, as well as official distributors and producers of foreign pharmaceutical companies in Uzbekistan, participated in these meetings.

During the consultations, procedures for registering pharmaceutical products and medical equipment in the state register, examination processes, electronic services provided through the 'Darmon' information system, current regulatory and legal requirements, and practical problems arising in entrepreneurial activities were discussed in detail. The leadership of the Center for Pharmaceutical Product Safety carefully listened to the appeals and proposals of entrepreneurs, providing legal clarifications on each issue based on current legislation. It was noted that the submitted proposals will be systematically analyzed, and appropriate measures will be taken for their implementation into practice.

Currently, the 'open dialogue between the state and business' is becoming an important direction of reforms within the framework of the 'communication with the people' principle. The mentioned meetings in the pharmaceutical sector are a practical embodiment of this principle, as they allow for the discussion of problems faced by business entities, integrating their proposals into the decision-making process, and promoting further industry improvement.

According to the relevant Presidential Decree of September 5, 2024, a new financing system was introduced in the healthcare system, which has begun to show initial results. This is confirmed by the results of the first six months of the current year. From January to June 2026, medical care was provided to 1,490,126 patients in inpatient settings using funds from the State Medical Insurance Fund. For this, 752.6 billion sums were allocated to medical institutions from the State Medical Insurance Fund, which allowed for covering the treatment costs of thousands of families through the state. The largest amounts were directed to Samarkand (105.6 billion sums), Kashkadarya (93 billion sums), and Fergana Region (74.2 billion sums). The volume of funding steadily increased, reaching a peak in June (155.7 billion sums).

According to the relevant Presidential Decree of May 5, 2026, the formation of data for medical workers is planned through the electronic platform hrm.gov.uz. This will allow for consolidating information about all employees in the industry into a single electronic database and organizing human resource management based on modern digital solutions. A practical seminar held at the Ministry of Health with the participation of responsible employees of medical institutions was dedicated to this issue. At the event, the principles of the platform's operation, the procedure for including medical workers, system usage, modern approaches to human resource management, and the essence of new regulatory legal acts were explained in detail.

It is noted that this system will generate electronic information on the professional activities of medical workers, qualification levels, certificates, retraining and advanced training results, employment history, and other important data. This will create a basis for implementing a modern, transparent, and effective human resource management model. Furthermore, the platform will enable the analysis of personnel distribution in medical institutions, forecasting staffing needs, monitoring vacant positions, assessing employee qualifications, and making necessary management decisions. It will also monitor the distribution of medical workers across regions, vacant jobs, specialist needs, and personnel movement in real time. The use of the platform is free of charge.
