Digitalization Center to be Created in Uzbekistan and KPIs Introduced to Control Energy Workers' Performance

The Ministry of Energy of Uzbekistan plans to establish a Center for Digitalization and Artificial Intelligence Implementation in the fuel and energy complex. Concurrently, a unified performance evaluation system (KPI) will be launched for all 106 thousand industry specialists, and their activities will become subject to digital monitoring.

Problems with the Current System

It was noted at the meeting that about 41 thousand people are employed in companies providing electricity and gas supply to the regions. However, the lack of modern digital tools prevents management from monitoring staff performance in real time. This results in labor productivity in this sector lagging behind other countries by 1.5–2 times, and accident response time increasing by 3–4 times.

The new center will conduct a comprehensive stress test of the entire energy supply chain, covering stages from extraction and transportation to distribution and final resource delivery. Specialists will also analyze coal, fuel oil, and liquefied gas supplies, after which various scenarios for the industry's development will be developed.

Simultaneously, a digital management system will be introduced in the energy sector, allowing daily tracking of each employee's activities through algorithms. Furthermore, an artificial intelligence-based platform will be activated to analyze data received from automated electricity and gas metering systems, designed to detect any suspicious changes.

Evaluation System and Requirements

A unified performance evaluation system will be introduced for the 106 thousand workers in the fuel and energy complex. Ten key performance indicators (KPIs) will be set for each employee. These indicators include the number of both emergency and planned outages, loss levels, accounts receivable size, availability of reserve capacity, and the degree of completion of planned repair work.

The Ministry of Energy of Uzbekistan plans to establish a Center for the Digitalization of the Fuel and Energy Complex and Artificial Intelligence implementation. This initiative was announced by President Shavkat Mirziyoyev at a meeting held on July 27.

Problems in the Energy Sector

Currently, 'Regional Electric Networks' employs 25 thousand people, and 'Hududgaztaimonat' employs 16 thousand. According to official information, the lack of a digital system for personnel management prevents managers of electricity and gas supply enterprises from having a complete picture of each employee's employment throughout the workday.

As noted at the meeting, this situation results in labor productivity in the industry lagging behind the indicators of other countries by 1.5–2 times, and the time required to eliminate accidents increases by 3–4 times.

Audit Mechanisms and Digitalization

The new center will conduct a stress audit of the entire production chain, covering the stages of 'production—transmission—distribution—supply,' as well as the systems for supplying coal, liquefied gas, and fuel oil. Based on the results of this audit, various scenarios for the further development of the energy sphere will be developed.

In addition, the creation of a digital system to monitor the daily activities of each worker is planned. Data obtained from automated systems for accounting electricity and gas (ASKUE and ASKUG) will be analyzed using artificial intelligence technologies. A special platform for detecting any suspicious deviations in readings and other data is also planned to be launched.

Performance Indicators for Employees

Ten key performance indicators (KPIs) will be established for the 106 thousand employees of the energy system. Among the most important criteria to be considered are the level of losses, accounts receivable, reserve capacity, as well as the timely execution of repair programs and the number of planned and emergency outages.
