First Minister requested assistance from the development fund to eradicate hunger in Mozambique

According to the United Nations Children's Fund (UNICEF) report for 2025 on water, sanitation, hygiene, and environment issues, the rotational fund model for water supply in small Mozambican towns was identified as a scalable approach to financial sustainability. This experience was noted as having 'strong potential' for replication in other regions.

Strengthening Water Supply Systems

The same document emphasizes that this mechanism has helped increase the number of household connections and improve the financial stability of water supply services. Furthermore, Mozambique is included in the group of countries supported by the organization to implement national WASH (Water, Sanitation, and Hygiene) financing strategies.

Rapid Response to Climate Risks

Regarding climate, the report highlights the results of activating the 'preventive action' mechanism in March 2025 after Cyclone Jude passed. Resources were quickly mobilized to assist the affected population. After Cyclone Jude reached northern Mozambique on March 10, 2025, the UN Central Emergency Response Fund (CERF) provided six million dollars (5.2 million euros) in just 13 minutes, and the Today and Tomorrow Initiative (TTI) parametric insurance mechanism released $2.5 million (2.2 million euros) for immediate support.

The organization presents these tools as examples of 'pre-agreed financing' and rapid response to climate shocks. Currently, Mozambique has two UNICEF-supported preventive action mechanisms for responding to cyclones and participates in international initiatives aimed at increasing the resilience of essential services to extreme weather events.

Educational Achievements in Mozambique

Among other achievements for the country, the construction or reconstruction of 188 climate-resilient buildings in 2025 was noted, providing for approximately 18,800 students. Since 2022, 1,645 classrooms have been supported, covering over 210,000 schoolchildren. The goal of these measures is to ensure 'continuity of education after natural disasters,' with special attention to children most vulnerable to climate change.

More than 580 children also participated in school emergency preparedness programs in over 80 schools across the country. Responses funded after Cyclones Chido, Dickeledi, and Jude helped over 150,000 children by providing temporary learning spaces, school supplies, as well as health, water, and sanitation services.

Examples from Other Countries

In Angola, the report covers the response to a cholera outbreak in 2025, including water quality monitoring. This involved mapping 2,597 water points in priority communities and training local managers in chlorination methods.

In São Tomé and Príncipe, the organization focuses on expanding the Community-Led Total Sanitation (CLTS) program, which contributed to the elimination of open defecation in 15 communities, benefiting about 500 households.

Global WASH Challenges

Globally, UNICEF warns that universal access to water, sanitation, and hygiene remains threatened by the 'convergence of systemic shocks,' such as climate change, protracted conflicts, institutional weakness, environmental degradation, and economic instability.

According to the organization, 2.1 billion people still lack access to safely managed drinking water, 3.4 billion lack safe sanitation, and 1.7 billion continue to live without basic handwashing facilities. The organization also warns that climate change is transforming water availability and quality, while conflicts exacerbate the destruction of vital water and sanitation infrastructure.

Mozambique's First Minister, Benvinda Levi, addressed the new leaders, urging them to bring state institutions closer to citizens and ensure that every decision made leads to tangible improvements in the lives of Mozambicans.

Requirements for Leadership and Ethics

Levi strongly recommended that the newly appointed officials demonstrate leadership based on principles of ethics, modesty, professionalism, and commitment to achieving results. Speaking in Maputo during the inauguration ceremony for the Chairman of the Board of the National Social Security Institute (INSS), Secretary-General of the Consultative Council on Labour, and Director of Gabinfo, the First Minister viewed these appointments as a moment of renewal and strengthening of state institutions.

Renewal of State Institutions

According to the First Minister, this act goes beyond simply inaugurating new leaders. It marks an update of the Government's commitments towards a stronger social security system, a more effective social dialogue, and a modern, free, pluralistic, safe, and responsible mass media system.

Work of the National Social Security Institute

Addressing António Makino, the new Chairman of the INSS, Benvinda Levi demanded increased trust in the institution, improvement of management mechanisms, and ensuring 'strict' stewardship of the resources entrusted to the body. She emphasized that the INSS manages funds representing years of work, sacrifice, and hope of thousands of citizens. Therefore, every decision must comply with the law, protect public interests and the interests of every contributor, ultimately ensuring the sustainability of the system. The Head of Government called for 'firm, honest, and mobilizing' leadership.

Role of Communication and Digitalization

To the Director of Gabinete de Informação, Luís Canhambe, the First Minister reminded him of the importance of the media for deepening democracy and outlined the Government's vision for this sector, viewing it as a factor in promoting peace, national unity, economic development, and social integration. In the current circumstances, the mission of Gabinfo has gained particular significance as Mozambique begins a new stage in the development of its mass media system. She noted that the publication of the new legislative package for the sector represents a 'structural reform' aimed at deeply updating the legal framework of operations.

To fulfill this task, Benvinda Levi expected Luís Canhambe to be guided by fundamental principles, including centering the citizen in media policy, strengthening a permanent environment of dialogue between the state, media, journalists, and other social actors, and leading the digital transformation of the sector. The Head of Government added that the new Director of Gabinfo must also ensure the participation, transparency, and effectiveness of implementing the new legislative package, contributing to the creation of a sector that is 'economically sustainable, technologically advanced, professionally qualified, and committed to democracy and development.'

Solar Energy and Industrialization

At the 'Tao' Summit in Dalian, Premier Li Qiang stated that the phenomenon some call 'China Shock 2.0' should be viewed as 'China Opportunity 2.0'. Cooperation between China and Africa in the energy sector is a prime example of this. While some Western countries view China's strength in solar panels, batteries, and electric vehicles as a competitive threat, many African nations see these technologies as a chance to expand electricity access, accelerate industrialization, and create jobs.

Recent customs data points to the future of economic cooperation between China and Africa. In April, exports of solar cells and panels from China to African countries increased by 83% compared to the previous year, reaching 123,787 metric tons. This figure is significant not only because it indicates high demand for China's clean energy products but also because it points to a broader opportunity: solar energy trade could become the foundation for Africa's industrial transformation.
