Following its launch, the Kimi K3 model generated such high demand that Moonshot was forced to suspend new subscriptions after only two days due to computational overload. This success intensifies the already tense race between the US and China for dominance in advanced artificial intelligence.
In response to the development of Chinese AI, Washington has tightened export restrictions against China in recent years to slow its progress in developing AI and chips necessary for military potential. However, the emergence of Kimi K3 once again calls into question the effectiveness of these technology control measures.
Unlike most proprietary models from American developers, Kimi K3 was presented as an open-weight model. This allows developers to download, modify, and run it on their own servers without payment, promoting wider global adoption. Chinese companies, facing limited access to hardware and investment compared to American firms, actively utilize so-called open models, whereas their American competitors primarily operate on a paid subscription model.
Moonshot AI was founded three years ago by Yan Zhilin, a promising software engineer from Shantou, southern China. However, analysts suggest that Moonshot's achievement should be viewed differently. DeepSeek refuted the common notion that developing an advanced AI model requires colossal financial investment and massive computational power, while offering competitive pricing. According to Ivan Su from Morningstar, K3's price advantage is less significant than DeepSeek's at the time of its launch.
According to Poe Zhao, an analyst and founder of the Hello China Tech newsletter, K3 shows that Chinese companies continue to build on DeepSeek's success and close the gap with American AI models. Nevertheless, some analysts express doubts about Kimi K3's true capabilities. Malik Ahmed Khan, a senior equity analyst at Morningstar, stated in a research note last Friday that while K3 represents progress, it 'would be debatable to assign it near parity with American flagship models such as Fable 5 in real-world tasks.' He explained that many open-source model developers have historically optimized software performance around benchmarks to achieve better results.
For American tech companies, free and comparable Chinese models like K3 pose a threat to undermining their own products. Leading American AI companies Anthropic and OpenAI have long accused Chinese labs, including Moonshot, DeepSeek, and Alibaba, of leveraging their models. Huang Zhenxin, Chief Business Officer of Moonshot AI, denied the distillation allegations in an interview with state media on Monday. Nevertheless, this did not stop new accusations from Washington. Michael Kratsios, Director of the White House Office of Science and Technology Policy, stated in an X post on Wednesday: 'We have information that Moonshot AI distilled Anthropic's Fable to develop its K3 model. Large-scale, covert industrial distillation aimed at stealing US proprietary technology and undermining American research is unacceptable.'
Sarah Heck, Head of Policy at Anthropic, supported Kratsios in an X post, accusing Moonshot of 'intellectual property theft and industrial espionage,' calling it a 'national challenge that poses serious risks to national security.' Treasury Secretary Scott Bessent also reiterated on Wednesday that the US could impose sanctions on Chinese firms for such intellectual property theft, without naming names. He stated on X, referencing the country's official name, that 'when PRC firms conduct covert, industrial distillation attacks that cross the line of intellectual property theft, sanctions and designations on the Entity List will be on the agenda.'
