Artist Alisher Alikulov Creates Monumental Works Inspired by Independence

During an extraordinary session of the Council of People's Deputies of Samarkand Region, discussions were held on issues of physical culture and sports development in the region, as well as finding solutions to existing problems in this area.

Participation of Leadership and Objectives

The session included the participation of the Minister of Sports of the Republic of Uzbekistan, A. Ikromov, and the head of the region, A. Boboev. Special attention was paid to fulfilling the instructions given at the video selection meeting on April 7 of this year, dedicated to elevating the field of physical culture and sports to a new level.

Achievements and Results

It was noted that last year, over 1.3 million people, or 80% of youth, were covered in 14 sports during the 'Five Olympic Initiatives' competitions. Following these competitions, the region's team took first place in the Republic, winning 18 gold, 14 silver, and 8 bronze medals. Furthermore, in complex and international sports competitions in 2025, athletes from Samarkand won a total of 143 medals (43 gold, 56 silver, and 44 bronze).

Criticism and Requirements

Sports Minister A. Ikromov pointed out that the participation of the region's delegation in the 'Presidential Olympiad' with 222 athletes, which brought 31 medals (8 gold, 6 silver, 17 bronze) in total, did not meet the potential of sports in the region. He criticized athletes from institutions such as the Toilok Olympic and Paralympic Center, the 2nd Sports School in the city of Samarkand, as well as sports institutions in the districts of Jomboy and Qo'shrobot, for unsatisfactory results in these competitions.

Future Plans

At the meeting held with the participation of the head of state, the necessity of covering 1.9 million residents by the end of the year through the organization of 'Five Olympic Initiatives' and other mass sports events, based on the tasks set at the meeting and the results of last year, was emphasized. Instructions were also given to industry representatives on preparing athletes from the region for the Summer Asian and Para-Asian Games, which will take place in the cities of Aichi and Nagoya, Japan, this year, with the aim of ensuring the successful participation of at least 34 athletes. A working group for the region was formed to ensure the fulfillment of target indicators and priority tasks in the sports sector.

Regarding the issue discussed at the session, deputies and officials in the sports sector presented their proposals and initiatives.

In some stores, products with expired dates or without a production date are sometimes found. In such cases, sellers often try to excuse themselves by claiming they did not know or see it. Currently, liability for such situations is being tightened.

Legislative Changes

According to the amendments made to the Code of Administrative Liability under Article 178, the fines for placing food products with expired dates on sale, as well as for selling goods that should have a production or expiration date but do not, or for accepting such goods for sale, are significantly increasing.

Adoption of the Law

This issue was addressed in a law passed by the lower house of parliament and sent to the Senate to strengthen consumer protection rights. According to available data, the number of cases involving the sale of food products with expired dates or the trade of goods without a production or expiration date is growing.

These situations require preventive measures to ensure safety in the consumer market, prevent threats to public health, increase the responsibility of business entities, and combat offenses. In this regard, according to the amendments to Article 178 of the Code of Administrative Liability, fines are increased for the administrative offense related to the sale or acceptance for sale of food products with expired dates, as well as food products that require a production and expiration date but lack one.

Goals of Tightening Regulations

This norm is designed to raise quality requirements for products in stores, warehouses, and catering establishments. It ensures the protection of consumer rights and guarantees strict compliance with food product shelf-life requirements. Most importantly, it serves to prevent situations that threaten the health and lives of the population.

Strengthening social protection, increasing human value, and ensuring targeted solutions for every appeal have become one of the key directions of reforms being carried out in the country. Particular attention is drawn to the results of work in the Bukha district, in Ramadon mahalla, Tashkent province.

Assistance System

This district has 1157 families and 111 households residing, 73 of whom have disabilities. Within the comprehensive system of social services, every appeal is carefully studied, and citizens are provided with services based on their needs and circumstances.

Since the beginning of the year, over 150 appeals have been received, more than 85% of which were resolved positively. Supporting families in difficult life situations is one of the most important tasks today.

Example of Family Support

The case of Dilfuza Galieva is given as an example; her family is in a difficult situation. Her husband, Sherali Jalolov, worked in the Russian Federation for a long time, but in recent years he has hardly communicated with his family. As a result, Dilfuza was forced to raise six children alone and faced difficulties in providing them with material support.

Thanks to the social service system in the mahalla, this family receives constant support. All children in the family are fully covered by education. Additionally, food products and financial assistance are regularly provided by entrepreneurs and charitable sponsors.

Specific Types of Aid

In September 2025, the 'Sahovat va Kumak' fund provided this family with clothing and footwear. A one-time financial assistance of 1 million sums was also provided to cover electricity and natural gas expenses during the autumn-winter period. In one month, the 'Vaqf' fund provided 500 thousand sums in financial aid.

Furthermore, through the 'Inson' social services center of the Bukha district, social services and practical assistance are provided to minor family members in accordance with the law.

Results of Targeted Work

Such targeted work not only strengthens the social protection of needy families but also contributes to improving their quality of life and strengthening faith in a better future.
