According to the updated database of the Eurasian Fund for Stabilization and Development (EFSD), Uzbekistan entered the top five largest recipients of sovereign financing in the Eurasian region in the first half of 2026.
Volume of Financing Received
International financial institutions, development agencies, and climate funds approved an amount of $690 million for the country. As of July 1, 2026, the total volume of approved sovereign financing in the Eurasian region since the beginning of 2008 exceeded $300 billion.
Financing in the First Half of 2026
During the first six months of 2026, the total amount of approved sovereign financing in 13 countries of the region reached $7.8 billion. Among the largest recipients were Kazakhstan ($3.22 billion), Pakistan ($1.38 billion), Armenia ($880 million), Azerbaijan ($810 million), and Uzbekistan ($690 million).
Role of EFSD Members
EFSD member countries provided $4.37 billion, which accounts for 55.4% of the total approved financing for the reporting period. In addition to Kazakhstan, Armenia, and Uzbekistan, significant amounts were allocated to Tajikistan ($160 million) and Kyrgyzstan ($98 million).
Financing Monitoring System
Gennady Vasiliev, Director of the EFSD Partnership Department, noted that the Sovereign Financing Database (SFD) was created to consolidate information on sovereign financing in the region into a single analytical system. According to him, this resource already covers transactions totaling over $300 billion and allows for the analysis of long-term trends, the industry structure of financing, the distribution of funds among states, and the activities of international financial institutions.
EFSD has been conducting an analytical project on monitoring the sovereign financing of Eurasian region countries since 2022. The SFD database is updated quarterly and contains information on operations by international financial institutions, development agencies, and climate funds, including recipient countries, projects, financing volumes, terms of provision of funds, details of co-financing, and project implementation stages.
