Uzbekistan's Approach to Integrating Science and State Policy Presented at UNESCO Global Conference

Uzbekistan's approach to uniting science and state policy was presented at the first Global Conference within the framework of the UNESCO Decade of International Sciences.

Conference in Paris

A thematic panel titled 'Translating Evidence into Priorities' was held at the UNESCO headquarters in Paris, France, as part of the first Global Forum of the Decade of International Sciences (2024–2033) for sustainable development. This panel discussed issues related to integrating scientific knowledge into state policy formation processes.

Professor Shahlo Turdiqulova, Vice President of the Academy of Sciences of the Republic of Uzbekistan, participated in the panel. Professor Turdiqulova presented her approach to forming modern scientific policy, based on harmonizing the national development priorities of the Republic of Uzbekistan with the scientific schedule. She emphasized that effective cooperation between science and the state must begin at the stage of defining the country's strategic goals, not after research results are obtained.

This approach allows for the development of scientific programs aimed at solving nationally significant problems and effectively applying scientific knowledge in practice. As an example, the practice of developing a new five-year strategy for the Academy of Sciences of the Republic of Uzbekistan was presented. According to this strategy, the scientific schedule is formed based on national development goals, and research is organized not according to traditional sectoral directions, but around complex national tasks such as food security, climate change, rational use of water resources, biotechnology, and environmental sustainability.

In response to the moderator's question about examples of successful implementation of scientific knowledge in state policy, Professor Shahlo Turdiqulova demonstrated Uzbekistan's experience in restoring the Aral Sea region. It was noted that scientific research formed the basis of the state program for land reclamation of the dried bed of the Aral Sea. Under this program, over one million hectares have been planted in recent years.

Uzbekistan's experience in promoting the environmental agenda internationally was also highlighted. Special emphasis was placed on the adoption of the UN General Assembly resolution recognizing the Aral Sea region as a zone of environmental innovation and technology, as well as the launch of the regional initiative 'Green Shield of Central Asia.'

Directorate for Managing the Leather and Footwear Industrial Zone of Uzbekistan Created

In accordance with the Decree of the President of the Republic of Uzbekistan on adopting additional measures to support the production of finished goods in the leather and footwear industry and to increase export potential, a Directorate for Managing the Leather and Footwear Industrial Zone will be established in the form of a limited liability company.

Territorial Management and Structure

Land plots belonging to the leather and footwear industrial zones located in the Okhangaron district of Tashkent region and the Sharikon district of Andijan region will be transferred to the Directorate under lease terms, and it will be tasked with managing these territories.

The sole founder of the Directorate is the Restoration and Development Fund, and the Directorate is managed based on a power of attorney from the Agency for Light Industry Development.

Infrastructure Financing

Funds amounting to 360 billion UZS will be allocated from the republican budget of the Republic of Uzbekistan for 2026–2027 to build modern treatment facilities for leather and footwear industrial zones in the Okhangaron district of Tashkent region and enterprises for processing leather and wool in the Syrdarya district of the Syrdarya region.

Within two months, a target list for the modernization and construction of treatment facilities at leather processing enterprises in accordance with international standards will be formed, and proposals for financing these projects within the framework of the Republic of Uzbekistan's Program for the Development of Social and Production Infrastructure for 2026–2028 will be submitted to the Cabinet of Ministers.

Investment Support and Lending

To finance investment projects in the leather and footwear sector, participation in projects, and replenish working capital, $33 million USD has been allocated, according to the Decree of the President of the Republic of Uzbekistan No. PQ-181 of May 20, 2024, on measures to promote the leather, silk, and carpet sectors. These funds are distributed as follows:

a) $10 million USD is directed to the Restoration and Development Fund to provide loans to enterprises through commercial banks during 2026–2027, with the condition that repayment to the Fund occurs by December 31, 2035. Loans are provided for investment projects for a term of 10 years, including a three-year grace period, at an annual rate of 5% (the margin of the Restoration and Development Fund is 3.5%, the bank's margin is 1.2%, and the Agency's expenses are 0.3%); as well as for replenishing working capital for up to 36 months at an annual rate of 3.5% (the margin of the Restoration and Development Fund is 2.5%, the bank's margin is 1.2%, and the Agency's expenses are 0.3%).

b) $23 million USD is directed to the Directorate's target fund for the construction of production buildings and structures upon request from entrepreneurs in the wool processing and leather and footwear manufacturing sectors, which will be sold to entrepreneurs in stages over 7 years according to a schedule agreed upon with the Directorate.

Tax Incentives and Training

From July 1, 2026, to July 1, 2029, the Directorate and the Directorate for Managing the Small Industrial Zone in the Oltingol district of Andijan region are exempt from paying profit tax, property tax, land tax, and water resource usage fees.

The Agency, together with the Uzbekistan-Korean Educational and Practical Textile Technopark, will regularly organize preparatory courses such as 'School of Designers-Pattern Makers', 'School of Marketers', and 'School of Technologists' for specialists, workers, masters, and artisans in the sector starting from October 1, 2026.

Additional Communications Funding

80 billion UZS will be allocated for 2026–2027 to provide external engineering and communication infrastructure (roads, water, electricity, and gas pipelines) to the leather and footwear industrial zones in the Okhangaron district of Tashkent region, the Sharikon district of Andijan region, and enterprises for processing wool and leather in the Syrdarya district of the Syrdarya region.

High Pace of Cooperation Between Uzbekistan and Tatarstan Noted at Forum in Kazan

At the youth meeting organized as part of the VIII International Consumer Cooperatives Forum in the city of Kazan, Russian Federation, dedicated to the topic 'Youth of the Future: Uniting Resources for Network Development,' issues of youth policy, education, and innovation were discussed.

Youth Policy in Tatarstan

The Minister of Youth Affairs of the Republic of Tatarstan, Azat Kadirov, emphasized that youth policy is being implemented consistently in the republic. He noted that today all projects are carried out with the direct participation of young people. Approximately 400 institutions dealing with youth operate in the republic, and over 250,000 people actively participate in various social initiatives. Forums for young entrepreneurs, young diplomats, and the Global Youth Summit are regularly held.

National Projects and Education

Egor Litvinenko, a representative of the Federal Agency for Youth Affairs of Russia, spoke about the national program 'Youth and Children,' which is being implemented at the initiative of the President. He specified that this program is formed based on proposals from young people. Currently, 15 educational centers and 28 major youth forums operating throughout the year function in the country.

Agriculture and Cooperation

The Minister of Agriculture of Tatarstan, Rustam Gainullov, specifically addressed the state of cooperation between the republic and Uzbekistan in this area. According to him, the volume of agricultural products exported from the country will reach $38.5 million by the end of 2025. In the first five months of the current year, exports amounted to $17.5 million. He added that they contribute to the development of investment sites in areas such as Jizzakh. There is a wide opportunity for experience exchange in the field of irrigation with Uzbekistan and further expansion of export volumes.

At the Forum, which concludes today, as well as at the 'AgroVolga-2026' exhibition, current topics are being discussed in detail, including cooperation, agro-industry, youth policy, food security, and international economic cooperation.

Graduates of secondary schools who achieved high results were honored in Boyovutsky district

A traditional ceremony to award graduates of general education schools who completed the 2025/2026 academic year with high results took place in the Boyovutsky district Youth Center.

During the ceremony, young people who graduated from 56 general education schools in the district with excellent grades were recognized. In particular, two graduates were awarded gold medals, and three graduates were awarded silver medals.
