Large-scale measures are being conducted in the country aimed at the rational use of fuel and energy resources, energy saving, and the widespread implementation of digital technologies in this industry. Special attention is paid to identifying and eliminating problems in this area.
The Inspection for Supervision of Electricity, Petroleum Product, and Gas Usage provided information received from the Committee on Entrepreneurship, Competition, and Industry of the Supreme Majlis Laws Chamber. The report presented data on measures taken to increase the efficiency of using fuel and energy resources and prevent their unjustified consumption.
According to the report, the Inspection conducted 11,374 preventive measures at consumer facilities regarding the efficient and rational use of fuel and energy resources. During these inspections, 4,301 units of non-standard gas equipment were discovered and replaced with standard equipment. This allowed for savings of 2,348.1 thousand cubic meters of natural gas.
In addition, inspections were carried out on equipment at 1,641 facilities. As a result of eliminating most of the identified problems, 308 accidents were prevented, and technological losses in equipment and networks were reduced by 1.05 million kW.
During the hearings, issues of implementing regulatory documents in the industry, energy resource accounting and rational use systems, as well as measures to prevent violations and the effectiveness of responsible agencies, were discussed in detail. The need to eliminate existing systemic problems was emphasized, and proposals for practical measures and legislative improvements in this area were considered.
Based on the Decree of the President of the Republic of Uzbekistan dated September 4, 2025, 'On measures to introduce a simplified procedure for calculating value-added tax in the agricultural sector,' starting from January 1, 2026, a zero value-added tax (VAT) rate will be applied to agricultural products produced by agricultural producers (excluding cotton and grains).
The Ministry of Justice has registered agricultural products subject to the zero VAT rate (number 3905, July 21, 2026) in the state register.
As a result, a list of 516 types of agricultural products for which the zero VAT rate applies has been approved (excluding cotton and grains). VAT amounts paid when purchasing goods (services) for the production of products included in this list will be refunded. These funds will be automatically returned to agricultural producers within three days.
A modern, energy-saving greenhouse complex with an area of 940 hectares is being constructed in the Sherobod district of the Surkhandarya region. Construction is being carried out in accordance with the President's decree from March 25 of this year on additional measures to ensure the population has agricultural products during the autumn and winter period.
A free economic zone named 'Surkhon-Agro' is being created on the territory that will become the administrative center for the local population. This zone is intended to ensure orderly, convenient, and efficient operations, and it also provides numerous benefits to entrepreneurs engaged in production.
The complex is supplied with reliable electricity, natural gas, drinking water, and sewage water.
Mahmud Zoyirov, director of 'Surkhandaryo Suv Qurilish Invest', reported that to provide sufficient sewage water for the large complex, the capacity of the 15-kilometer R 13 canal in the Sherobod district is being expanded from 2.5 cubic meters to 6 cubic meters. Currently, cleaning and expansion works are underway, as well as preparation for concrete laying. Additionally, a 35-kilometer collector is being cleaned, and all works are planned to be completed quickly and with high quality.
Employees of the 'Hududgaz Surkhandaryo' branch are actively working to connect the new greenhouse complex to natural gas. Abror Haidarov, head of the gas supply department of the Sherobod district branch, noted that a 20-kilometer gas pipeline will be brought to the complex. Currently, two crews are laying a 219 mm diameter gas pipeline, and a gas pipeline exceeding two diameters was installed in a short time. Work continues smoothly.
A pipe is being laid over a distance of 7.1 kilometers to supply the free economic zone with clean drinking water. To date, builders have already laid more than three kilometers of pipes. After these works are completed, sewage networks will be installed. High-voltage power lines are also being installed at the complex.
According to specialists, after the full commissioning of the greenhouse complex, more than 126 thousand tons of products will be produced annually. Of this, 18 thousand tons will be processed locally, and 6,300 permanent and 8,000 seasonal jobs will be created. This project will allow for the modernization of agriculture in the region and increase the export potential of the region, contributing to energy saving. Participants in the free economic zone are provided with special tax and customs benefits, as well as other preferences.

In particular, the Presidential Decree adopted on April 21, 2025, 'On Measures for the Effective Organization of Priority Tasks for Improving the Anti-Corruption System,' aims to strengthen preventive measures, introduce effective mechanisms to counteract the use of official powers for personal gain, and form an absolutely zero-tolerance environment for corruption.
