South Africa is taking on additional debt obligations to finance crucial infrastructure projects, even as billions of rand are spent annually servicing existing loans.
The latest borrowing, amounting to $1.5 billion (approximately R24.7 billion), was secured from the World Bank. The purpose of this loan is to support reforms in key sectors, including transport, water supply, and energy, with the hope of stimulating economic growth and job creation.
However, this influx of funds comes amid rising debt servicing costs, as the government spends over R1 billion daily to repay existing obligations. Finance Minister Enoch Godongwana previously acknowledged that increasing debt servicing costs are putting pressure on public finances.
Godongwana stated that the National Treasury recognizes the pressure that rising debt servicing expenses place on the fiscal system and has implemented measures to prevent further displacement of spending on core priorities by debt servicing.
Despite official assurances, the country's economy continues to struggle, characterized by slow growth, high unemployment, and constant pressure from rising debt costs on public finances. It is projected that South Africa's total national debt will reach R6.3 trillion in the 2026/27 fiscal year, representing 77.3% of GDP.
The South African Federation of Trade Unions (SAFTU) has already rejected the World Bank loan. The union argues that further borrowing could increase the country's dependence on debt. SAFTU demanded that the government publish the full agreement, including all terms and political commitments associated with this financing.
The union expressed particular concern that this loan is denominated in US dollars. Although the government currently values it at approximately R25 billion, the actual cost to South African taxpayers will depend on future movements in the rand exchange rate against the US dollar. The union warned that if the rand depreciates, as it has repeatedly over the last three decades, the cost of servicing and repaying this loan could rise significantly, creating a much heavier burden than what is presented to the public.
Financial pressure caused by the rising cost of living and growing debt is having an increasingly strong impact on the lives and mental health of South Africans.
According to DebtBusters' fifth annual financial stress tracking survey, the level of domestic stress has reached its highest point since the survey began, at 42%. This figure is more than a third higher than the 2025 level and is the highest since the study started in 2022. Benay Seeger, CEO of DebtBusters, noted that this is an important indicator of acute stress related to rapid income depletion.
Overall, 72% of respondents reported experiencing financial stress, which is slightly lower than last year, but this trend has persisted since 2023 when the figure was 78%. Seeger linked this to the period of 'load shedding' and high inflation, especially on food items.
Clinical psychologist Andrea du Plessis emphasized that prolonged financial strain has transformed from a temporary difficulty into a chronic psychological burden. She stated that financial stress has ceased to be a random challenge and has become a constant psychological state.
According to du Plessis, chronic financial pressure can negatively affect decision-making ability, concentration, and emotional regulation. Many people remain in a state of heightened alertness, even when not actively paying bills or repaying debts. When this state transfers into the home, which should serve as a sanctuary, the person loses their sense of security.
The survey also showed that more than half of the 18,000 participants spend more than 40% of their net income on debt servicing. This figure increased by five percentage points compared to the previous year. DebtBusters considers such a burden unsustainable because it leaves consumers with few options to cope with unforeseen expenses or rising costs of living.
The DebtBusters index aligns with the warning from the National Debt Counselling Association (NDCA), which notes that rising expenses and debt payments prevent many households from saving money. The association's warning is reflected in the latest Consumer Pulse Study by TransUnion, according to which 39% of South Africans expect to miss at least one bill or credit payment.
Currently, the cost of living has become the main cause of financial anxiety, surpassing interest rates. Concern about inflation increased by 28% over the past year, and fears about electricity costs almost doubled, rising by 99%, indicating growing pressure on family budgets.
NDCA Chairman Rene Munsami explained that the problem lies not in poor financial discipline but in negative cash flow. This occurs when essential monthly expenditures, such as housing, car loans, insurance, school fees, utilities, and debt repayment, exceed monthly income.
The study revealed that young South Africans continue to report the highest levels of financial stress, and women report more often than men that money worries affect their well-being. Three-quarters of respondents under 35 years old experience anxiety or stress about their finances. High stress among women is linked to the need to prioritize more urgent matters, such as the role of emotional caregiver. Domestic stress among women reached a five-year high.
Seeger concluded that the results reflect the cumulative impact of long-term financial strain on family finances. He reiterated that South Africans are experiencing a prolonged economic downturn characterized by higher expenses, increased debt burden, and constant pressure on household finances.
Despite existing difficulties, the survey showed that consumers are becoming more willing to seek professional support. The proportion of respondents willing to consider debt counselling increased from 36% last year to 40% this year, indicating a broader recognition that financial problems often require intervention rather than simply waiting for circumstances to improve.
Every July marks National Savings Month, which reminds South Africans of the importance of saving money. However, against the backdrop of rising expenses, the question arises whether saving alone is sufficient to ensure household financial stability.
Financial experts have long pointed out that building an emergency fund is one of the best ways to strengthen financial resilience in the face of unforeseen difficulties. Nevertheless, for millions of South Africans, the problem is not understanding the importance of saving, but rather finding the funds after covering all monthly expenses.
Households face constant financial pressure. It is important to understand that financial stability goes beyond simple saving. It also requires households to have access to appropriate financial tools for unplanned expenses before they manage to build a financial cushion. Life rarely waits for your savings account to be ready; a sudden boiler failure, urgent car repair, unexpected school expenses for a child, or a medical bill can quickly put immense pressure on a family budget.
In such situations, responsible, regulated short-term credit plays an important role. Although credit should never replace savings, it can serve as a vital financial bridge when an emergency arises before the family has managed to build up a reserve fund. Borrowing and saving are often presented as opposites, but in reality, they should work together. Savings should be the first line of defense where possible, but where savings are insufficient, responsible access to regulated credit helps households cope with temporary financial shocks, avoiding riskier alternatives.
The emphasis must remain on the responsible provision of loans. Legal lenders operating within the Credit Act are obliged to conduct affordability assessments, disclose the full cost of credit, lend responsibly, and comply with strict consumer protection requirements. Their goal should not be to encourage unnecessary borrowing, but to provide consumers with safe, transparent, and regulated access to credit when it is truly needed.
Equally important is the information consumers need to make informed financial decisions. One encouraging finding from the Franc Wealth Index is that financial well-being depends as much on behavior as it does on income. People who regularly budget, manage debt responsibly, review their financial goals, and build up reserves generally achieve better financial outcomes, regardless of their income level. The task is to turn good intentions into consistent financial habits, especially when household budgets are already under pressure.
Therefore, financial literacy must go beyond simply encouraging savings. Consumers must also understand how credit works, how interest and fees are calculated, how to compare lenders, how to protect their credit history, and most importantly, how to recognize signs of illegal lending.
This is critically important because financial need does not disappear just because a person lacks savings or cannot access regulated credit. When households exhaust all options, many turn to informal lenders known as 'mashonisas,' who operate entirely outside the law. These operators often impose exorbitant interest rates, use intimidation to collect debts, and hold bank cards, identification, or personal property as collateral. The consequences can be financially and emotionally devastating.
Helping more South Africans avoid such consequences requires not only strengthening oversight of illegal lenders. It also requires boosting financial confidence. Consumers must feel prepared to compare financial products, understand their rights, and make borrowing decisions based on clear information, not desperation.
National Savings Month provides an ideal opportunity to expand this conversation. Instead of viewing saving and credit as competing ideas, it should be recognized that both have a place in a healthy financial system. Encouraging households to save remains vital, but so is ensuring their access to responsible, regulated credit when life inevitably presents them with unexpected challenges.
Ultimately, financial stability is measured not just by the size of a savings account. It is built through a combination of good financial habits, conscious decision-making, and access to financial products that are transparent, accessible, and designed to support consumers, not exploit them. National Savings Month should prompt South Africans to save wherever possible, but it must also acknowledge the financial realities faced by many households. Until more families can build significant financial buffers, improving financial literacy and maintaining access to safe, regulated credit will remain essential to helping South Africans navigate inevitable financial turbulence.
