A system has been established in the country for the training, advanced training, and retraining of medical specialists abroad, from which 50 billion sums are allocated annually from the state budget.
Selection Process and Funding
The Center for Qualification Assessment of Medical and Pharmaceutical Workers is responsible for accepting documents from candidates and conducting selection in the established manner. A new mechanism based on the principles of transparency has been introduced to implement this process.
Expenses for training at leading foreign higher education institutions under master's and clinical residency programs, as well as contractual payments and costs for the advanced training and retraining of employees of state medical institutions abroad, are covered by the State Fund for Medical Development.
Expense Reports and Plans
According to Anvar Hasanov, head of the Medical Development Fund Directorate, in 2025, 13 billion 95.3 million sums were sent to pay contracts for 75 students admitted to clinical residency at foreign universities, and 2 billion 492.6 million sums were allocated for accommodation and daily allowances for 29 such students. Additionally, 21 billion 232.4 million sums were paid for the advanced training of 361 medical specialist abroad.
Anvar Hasanov also reported that, in addition to this, 326 million sums were spent to involve 50 foreign specialists for the advanced training of the country's medical workers. This activity will continue in 2026, when it is planned to provide opportunities for the advanced training of 225 specialists abroad in the first half of the year, which will require the allocation of 16 billion 565.3 million sums.
In 2026, it is also planned to involve 100 foreign specialists to advance the skills of local doctors, and the Medical Development Fund will allocate funds for the training of 50 graduates at foreign higher education institutions.
Current Enrollment
The Ministry of Health announced that the second enrollment for the current year for training and advanced training abroad is currently underway through the information system of the Center for Qualification Assessment of Medical and Pharmaceutical Workers at https://mas.ssv.uz, which will be open from July 10 to August 10, 2026.
